All VISN 6 locations require the use of Pharmacist Letter and Pharmacy Technician Letters. The required subscription provides access to the Pharmacist and Pharmacy Technician Letters as well as training webinars, , Continued Medical Education, and consulting services to be utilized by pharmacy staff throughout VISN 6 in support of patient care. This procurement includes the option to extend the subscription, not to exceed five years. (4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor s unique qualifications to provide the required supply or service. FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays: FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; Therapeutic Research Center, LLC is the manufacturer of the product accessed by the requested subscription and has authorized resellers; however, the results from a Request for Quotes (RFQ# 36C24620Q1048) could not be deemed fair and reasonable and there is no reasonable expectation that a fair and reasonable offer will be received through the use of any other set-asides. FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. (5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: The IGCE provided by the end user is supported by historical purchases found on FPDS as follows: Delivery Order # 36C26219F0624, Contract # GS02F017CA ; Awardee: THERAPEUTIC RESEARCH CENTER, LLC; Value: $ REDACTED; Award Date: 08/09/2019; NAICS 519130; Size Status: Small Business Delivery Order # VA24414F1908, Contract # GS02F0006K ; Awardee: COMPLETE BOOK&MEDIA SUPPLY I; Value: $ REDACTED; Award Date: 09/20/2018; NAICS 511130; Size Status: Small Business (6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. Market research showed that the required items are available via FSS contract GS-02F-017CA. An RFQ was solicited via Service Disabled Veteran Owned Small Business (SDVOSB) set aside and the resulting offer could not be deemed fair and reasonable as compared to the IGCE. (7) Any Other Facts Supporting the Justification: The resulting quote from RFQ# 36C24620Q1048 exceeded the IGCE by nearly 14%. (8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The VA will continue to survey the market in future acquisitions for other sources that can provide the products and services needed at a fair and reasonable price.
