Description
1. The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of C�te d�Ivoire (the �Government� or �GoCI�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in C�te d�Ivoire (the �Compact�) in the amount of approximately US$ 524.7 million (�MCC Funding�). The Government, acting through MCA-C�te d�Ivoire (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Qualifications (�RFQ�) is issued. Any payments made by the MCA-C�te d�Ivoire under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the MCA-C�te d�Ivoire website (www.mcacotedivoire.ci). 2. MCA-C�te d'Ivoire hereby invites individual Consultants eligible to provide consultancy services as Information Management System (IMS) Expert for the Skills Project. Individual consultants are invited to submit their application. MCA-C�te d'Ivoire will award a contract for a duration of 42 months divided as follows: � Base period: 12 months; � 1st optional period: 14 months; � 2nd optional period: 16 months. 3. The selected candidate must have the following qualifications, experiences and skills: � At least the equivalent of a higher education degree (BAC +5 minimum) in computer information systems, data processing or any other similar field; � A degree or training in the education sector is recommended; � At least ten (10) years of experience in the design and implementation of an Information Management System; � At least ten (10) years of experience in the monitoring of an Information Management System; � Having led or played a key technical role in at least two (2) large-scale information management system projects over the past five (5) years (business application developments, Enterprise Resource Planning (ERP) software integration); � Work experience in computer data processing and/or modelling and predicting impacts based on the data collected; � Experience in information system in the education sector and/or experience in the monitoring system of the professional integration of graduates are required; � Experience in developing or managing projects funded by international donors such as Millennium Challenge Corporation (MCC), World Bank (WB), African Development Bank (AfDB), the United States Agency for International Development (USAID), the French Development Agency (FDA) or similar funding agencies including those in the private sector is an asset; � Work experience in interdisciplinary teams and close interactions with experts and government representatives in the context of West Africa French-speaking countries; � A perfect command of French is required (written and spoken); � A good knowledge of English is desired (written and spoken). 4. This RFQ is open to qualified national or international individual consultants wishing to participate in the Skills Project�s activities. 5. A Consultant will be selected under the Individual consultants Selection method, in accordance with �MCC Program Procurement Guidelines� (P1.B.3.10) which is provided on the MCC website (www.mcc.gov/ppg). 6.
