- The USAID/Washington Bureau for Global Health (GH) is issuing this RFI for the purposes of collecting details concerning the interest, capability, and market information related to the enclosed draft Performance Work Statement (PWS), and providing stakeholders an opportunity to review, comment, suggest, and enhance areas in the attached draft PWS for the Next Generation Global Health Supply Chain Suite of Programs (Next Gen): Procurement & Logistics Services (PLS) - Family Planning and Reproductive Health (FP/RH), Maternal and Child Health and Nutrition (MCHN), and Other Health Elements (henceforth, �PLS�).� To that end, information obtained through this RFI will be held in confidence and will not be disclosed to the public unless specifically requested by responding sources. The two goals of this RFI are to: Obtain details concerning interest in USAID�s anticipated requirements; and Obtain public comments on the Questions to inform the design process. USAID intends to issue a solicitation up to $1.0 billion for an activity to leverage a world-class global supply chain for the supply of FP/RH commodities for today�s clients; support healthy market dynamics for secure FP/RH product supply for the future; and provide technical assistance to support country supply chains to be self-reliant and responsive to current and future FP/RH needs.� This contract will focus on the first two of these, and may require providing technical expertise to support targeted capacity building in countries.� While FP/RH will be the primary focus of this contract, it will also provide upon request commodity support for USAID�s maternal and child health and nutrition programs, for Agency responses to infectious disease outbreaks, and for other ad hoc needs.� USAID has revised its program cycle guidance to facilitate more adaptive, contextually-driven programming approaches, and the choice of a high-level, objective-oriented design rather than a more prescriptive scope reflects this. USAID/Washington may (or may not) significantly revise this proposed new activity and planned solicitation resulting from the comments received, and from further stakeholder consultations.� USAID reserves the right to, or not to, incorporate any, some, or none of the comments received from this RFI into any subsequent solicitations. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP).� In accordance with FAR 15.201(e), responses to this RFI shall not be portrayed as proposals and will not be accepted by the U.S. Government (USG) to form a binding agreement. This RFI is not to be construed as a commitment by the USG to issue any solicitation or ultimately award of any award on the basis of this RFI, or to pay for any information submitted as a result of this request. Responders are solely responsible for all expenses associated with responding to this RFI. USAID reserves the right to modify the scope and scale of the RFI. It should be noted that responding to or providing comment on this RFI will not give any advantage to any organization in any subsequent procurement. USAID/Washington will not provide answers to any question submitted in response to this request.� You will only receive an electronic confirmation acknowledging receipt of your response, but will not receive individualized feedback on any suggestions. No basis for claims against the U.S. Government shall arise as a result of a response to this Request for Information or from the Government�s use of such information. Specific questions about this RFI should be directed only to the email addresses identified below.� USAID will not provide answers to any questions submitted in response to this RFI that deal with the specific content, schedule, or details of a future procurement.� USAID is not seeking technical or cost proposals at this time; do not submit a full proposal as these will be discarded. Responses may be shared unless labeled as �confidential�. Proprietary information should not be sent. By issuing the draft for comment, USAID/Washington aims to consult with a broad community of public and private sector actors. Your comments are requested to help refine the draft PWS document to ensure clarity, maximum development impact, and coordination with existing and planned USAID and other development partner programs. All submissions shall be made by the closing date and time noted on page 1 of this RFI. Only submission via email is required; no hard copy delivery will be accepted.
