Description
THIS IS A NOTICE OF INTENT In accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environmental Protection Agency (EPA), The U.S. Environmental Protection Agency, Office of Administrator, located in Washington, D.C. intends to award a firm fixed price purchase order on a sole source basis to the Girl Scouts USA to complete two virtual events for girls. One virtual event will be held for girls in grades K-5 and the other for girls in grades 6-12. Participants will also receive a personalized girl scout patch for participation. The patch will be co-branded by the EPA and Girl Scouts USA through a licensing agreement between the parties. Girl Scouts USA are uniquely positioned to facilitate this virtual event for girls based upon the following factors: (1) EPA has established a partnership with the Girl Scouts of the USA (GSUSA), an organization that shares EPA�s deep commitment to protecting the environment, (2) The established partnership focuses on increasing girls� awareness and access to resources in science, technology, engineering, and math (STEM) by offering national events where girls can learn from EPA scientists about their career paths and the work that they do at EPA and (3) EPA has statutory authority to cooperate with GSUSA to further public understanding of environmental science under, among others, section 103 of the Clean Air Act, section 104 of the Clean Water Act, section 8001 of the Solid Waste Disposal Act and section 4 of the Environmental Education Act. The importance of this project to the EPA assisting with the facilitation of events which will help girls (both Girl Scout members and non-members) across the country to better understand the importance of environmental science, the EPA�s role in protecting the environment, and the wide range of careers available in this field will help serve the mission. More specifically, these events will showcase actions taken to protect the environment and the important work by the EPA over the past 50 years to ensure a cleaner, healthier environment for the American people and to provide knowledge and inspiration to girls about STEM career opportunities. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 611420, Computer Training. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch. If having issues with FedConnect or not registered in FedConnect at this time an exception is extended and alternate responses may be received by e-mail: Pokusarkodee.Tiffany@epa.gov. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy EPA�s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting EPA�s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 11:59 PM ET on October 7, 2020.
