- 1. General Information This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-21-Q-0002 is being issued as a Request for Quote (RFQ). All references to offer or offeror are hereby changed to quote and vendor, respectively. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07, effective 31 August 2020. This procurement is being issued set aside to 100% Small Business, under NAICS code 722320 with a small business size standard of $7.5M.� The Virginia Army National Guard (VAARNG) is seeking to purchase high quality, hearty and filling breakfast, lunch and dinner meals prepared under commercial and U.S. Standards to be catered and served on multiple dates during the base period of performance, October 2020 � September 30, 2021 with two (2) option year periods. The performance work statement (PWS) attached to this solicitation includes locations and meal counts. �The PWS included, or revised should a subsequent amendment be issued, will be made a part of any resulting award. The Government will award a firm fixed-price contract resulting from this solicitation to the responsive, responsible vendor who is able to meet all requirements and offers the lowest price, including the evaluation of option year pricing.� Multiple awards will not be made. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. 2. ������� Communication with the Government a. Questions: Please submit written questions via email ONLY to the contracting specialist at noel.a.robleto.civ@mail.mil and magno.g.orellanaalvarado.civ@mail.mil �Questions will be received up to 1:00 P.M. Eastern Time on October 7, 2020. Questions received telephonically and/or after the designated closing time may NOT be considered or answered. b. Quote Submission: Quotes shall be received no later than 3:00 P.M. Eastern Time on October 9, 2020. �All quotes shall be submitted via email to noel.a.robleto.civ@mail.mil and magno.g.orellanaalvarado.civ@mail.mil.� Quotes submitted other than via email WILL NOT BE CONSIDERED. Offerors will complete the representations required by the representation provision at FAR 52.204-24 as part of their offers. The System for Award Management (SAM) representation provision at FAR 52.204-26 will be completed by offerors and contractors via sam.gov as part of each offeror�s representations and certifications. Submission Requirements: Prospective vendors must submit the following information with their quote package.� Failure to submit one or more of the required documents may render the submission unresponsive. Price (using attached price schedule). Sample Meal Menus for Breakfast, and Lunch. The intent of this plan is to communicate the type of meal the Government should expect from the vendor and to express the understanding of meal requirements as described in the Performance Work Statement. Food Temperature Plan. This plan shall demonstrate how the contractor plans to ensure proper temperatures of food are maintained from the moment meals leave�their initial heat source, during transportation, and prior to consumption. Past Performance �Submit no more than three (3) references for the same or similar work completed in the past eighteen (18) months with the government or commercial entities. The following information shall be submitted with each reference.
