Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Hagen, Scott Charles, 648 Dubois Dr., Baton Rouge, LA 70808-5007 to create a new ADCIRC mesh.� �Scott Hagen is a key developer and subject matter expert of ADCIRC meshes, particularly those related to the Gulf of Mexico. He also obtains tools for vertical feature extraction that are not open source and not publically available.� The work consist of the following: Construct a new unstructured ADCIRC mesh and associated model inputs for the accurate prediction of coastal inundation for the state of Louisiana and the Mississippi River.� This new mesh must be consistently constructed with the already completed ADCIRC mesh for the northern Gulf of Mexico as part of the South Atlantic Coastal Study, in order to ensure consistent modeling results in overlapping portions of the area.�Topography and bathymetry for the entire unstructured mesh will also be updated using the upcoming NGOM2 digital elevation model (DEM),�or the existing DEM data if the NGOM2 digital elevation model�is not available. The model parameter file as well as a series of nodal attributes, such as primitive weights for the continuity equation, Manning�s n, directional wind roughness coefficient modifications, and internal tide coefficients, that pair with the mesh will also be developed to help improve the simulated predictive accuracy of the ADCIRC model. The ADCIRC model is a critical component of the CSTORM-MS, and an updated and improved mesh will enable the model to more accurately simulate and predict the impacts of riverine outflow on coastal flooding in Louisiana. Specific tasks include: 1.� Create a new ADCIRC mesh that is consistent with the SACS Northern Gulf of Mexico mesh and that resolves important vertical features, such as levees, roadways, and floodwalls, and incorporates features from the publically available ADCIRC mesh, labeled as �LA_v19k-WithUpperAtch_chk.grd.� This new mesh will include higher resolution within the Mississippi River than that mesh and will focus on extending and adjusting the resolution to match the mesh called �SL15v7_etend_v17b2.grd� that will be provided by USACE. 2.� Examining and modifying as appropriate the Upper Atchafalaya portion of the mesh. 3.� Generating an accompanying nodal attribute (fort.13) based on an upcoming LULC dataset (to be provided by USACE ERDC). 4.� Interpolating topography and bathymetry from the upcoming NGOM2 DEM for the entire state of Louisiana (where covered by the NGOM3 DEM). 5.� Performing astronomic tide validation and comparing updated model results to available NOS tidal harmonics in coastal regions. 6.� Performing model tests and validation for varying Mississippi River flow conditions, and adjusting the model mesh as needed based on model tests. 7.� Performing hurricane storm surge verification and validation for Hurricanes Katrina (2005), Gustav (2008), and Isaac 2012), and Tropical Storm Barry (2019). 8.� Incorporating levee features that are in �SL15v7_etend_v17b2.grd� if not in �LA_v19k-WithUpperAtch_chk.grd.� All requirements are due no later than 9 months from date of award. This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541690, Other Scientific and Technical Consulting Services, with a Small Business Size Standard of $16.5M.� All sources eligible to provide these services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the services as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within five (5) calendar days or by 09 October 2020/11:00�a.m., CST,�after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
