- THIS IS A SOURCES SOUGHT NOTICE. This notice is for planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently appropriate. After review of the responses received, a pre-solicitation synopsis and solicitation may be published. However, responses to this notice will not be considered adequate responses to a solicitation. NON-PERSONAL SERVICES. The purpose of this requirement is to provide Human Performance Program (HPP) Services. The Contractor shall perform injury prevention and mitigation, rehabilitation services, and human performance optimization services to personnel assigned to the 125 Special Tactics Squadron (STS), 142 Fighter Wing (FW), Portland, OR, USA. The Contractor shall furnish consultation and reports, similar to the range of services found in a commercial facility, as well as services specialized to meet the needs of Air Force Special Warfare operators. STS operators must always be ready to perform at their peak in order to accomplish their challenging mission set. Attaining and maintaining this level of peak human performance requires the implementation of a top- notch physical conditioning and maintenance program comparable to those seen in Olympic-level and professional sports organizations. Research has shown the number one cause for service members being unable to fulfill operational requirements is due to injuries. With the training and rehabilitation programs and support associated with Human Performance Programs, the reduction in lost man-days due to preventative injury maintenance and rehabilitation validates its implementation. The Human Performance Program (HPP) is one of the four key domains of the US Special Operations Command (USSOCOM) Preservation of the Force & Family initiative (POTFF). The HPP is designed to meet the unique physical needs of the Special Operations Forces (SOF) operators and support personnel. Conditioning is accomplished through a comprehensive, coordinated, multidisciplinary �pre-habilitative� physical training program with focused strength and conditioning, performance nutrition, and physical therapy. The purpose of placing HPP Specialists on base is to reduce frequency and severity of injuries and time lost from service, improve long term quality of life, optimize human performance/readiness, avoid injury prior to occurrence, and accelerate the SOF Operator�s return to duty in peak physical condition following injury. The HPP program will focus on the whole operator concept to not only assist Special Tactics (ST) operators in accomplishing their military missions in the short term, but also to emphasize the maintenance of peak performance over the long term in order to lengthen the service life of the ""human weapon system� while ensuring high quality production. This long- term perspective means the HPP program must include rehabilitative services to provide rapid recovery from injuries and performance services to provide focused physical and mental conditioning. When an operator is degraded or de-conditioned, individualized and specialized care is required to rapidly restore his physical capabilities prior to returning him to full-mission-capable status. Hence, as professional athletes are supported by an integrated professional sports model that tailors performance programs to accomplish the mission at peak levels, operators require the same level of support to perform as tactical athletes and must have a comparable HPP program. The goal of the HPP program is to provide the following services: Physical Therapist/Injury Management, Athletic Training, Strength and Conditioning, and Performance Psychology. Interested firms are to complete pages 1-2 of the Sources Sought Information Request Form and return it via e- mail to andrea.smothers@us.af.mil no later than 10:00 AM Pacific on 15 October 2020. At this time due to COVID-19 restrictions, shortage in personnel and increased requirements, meetings with potential vendors will not be accepted. In the future if these requirements are solicited for, there may be an opportunity to meet with government officials prior to the proposal due date.
