- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561521Q0004 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 324110, Petroleum Refineries, with a small business size standard of 1,500 employees and the PSC is 9140. The Department of Agriculture (ARS) has the need for the following products: 001) Summer-Blend Premium Off-Road Diesel Fuel (20,000 Gal) and Winter Blend (50% Number 1 and 50% Number 2) Premium Off-Road Diesel Fuel (9,000 Gal). Scope of Work: The United States Department of Agriculture (USDA), Dairy Forage Research Farm in Prairie du Sac, WI is seeking quotes on a 12-month contract for recurring deliveries of 20,000 gallons of summer blend premium off-road diesel fuel and 9,000 gallons of winter blend premium off-road diesel fuel (50 percent number 1 and 50 percent number2). There will be ten (10) recurring deliveries of an approximate 2,500 gallons per delivery for the summer blend and four (4) recurring deliveries of the winter blend with three (3) deliveries of an approximate 2,500 gallons per delivery and one (1) delivery of an approximate 1,500 gallons over the 12-month period. Deliveries will begin (approximately) October 20, 2020. Subsequent deliveries will be approximately every 25 days with a request issued by the farm for each delivery (delivery must occur within 3 business days of the issued request). The contractor must be able to deliver the diesel fuel to the Farm�s underground diesel tank (see attachment for a map of the tank location). Technical Requirements: Premium off-road summer-blend diesel fuel with 10 deliveries of approximately 2,500 gallons per delivery to occur over the months of October, November, April, May, June, July, August, and September. Delivery will occur at farms request. Premium off- road winter-blend diesel fuel (50% number 1 and 50% number 2) with 3 deliveries of approximately 2,500 gal and 1 delivery of 1,500 gal to occur over the months of December, January, February, and March or until the 9,000 gallons is delivered. Delivery will occur at farms request. Key Deliverables: 20,000 Gallons Summer-Blend Premium Off-Road Diesel Fuel. 9,000 Gallons Winter Blend (50% Number 1 and 50% Number 2) Premium Off-Road Diesel Fuel Delivery: Deliveries of 2,500 gallons per delivery approximately every 25 days (upon Farm�s request) to the USDA Prairie du Sac Agricultural Research Station�s underground diesel fuel tank located at S8822 Sunset Drive, Prairie du Sac, WI 53578. First delivery needed by approximately October 20, 2020 (10/20/2020). Each delivery must occur within 3 business days of farm request. Delivery driver must contact Paul Davis (608-640-7752) with a verbal notification of the expected delivery time for the tank to be unlocked. The vendor shall provide all items F.O.B: destination Location of the Government site is aboard USDA Dairy Forage Research Farm-Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. NOTE: As it is the beginning of the Government�s fiscal year, funds are not currently available to be assigned to this acquisition. However, when the funds become available, the Government intends to make final award of this the requirement before the first delivery date on 10/20/2020. Please ensure the quoted amount will be current at least until 10/20/2020. �� � Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
