The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 - Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal at a later date. This notice will be followed by a Draft RFP within (3) days of this posting. The Draft RFP will include Draft Instructions to Offerors and Draft Evaluation Criteria to gather industry feedback on the proposed program and proposal structure. The Government intends to solicit and award a full-and-open Federal Acquisition Regulation (FAR) Part 12, Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Firm Fixed Price (FFP) and Time and Material Contract Line Item Number (CLIN) orders. The Government anticipates that the contract will consist of one basic period of twelve (12) months with four (4) additional 12-month option periods for a total of five years/sixty (60) months. Program Description The CNC RM effort provides annual Health Assessments (HA) and Preventative Maintenance (PM) Assessments, and three-tiered Remedial Maintenance (RM) support services for the 16 included Computer Numerically Controlled (CNC) machines located at Tinker AFB. The HA will include a comprehensive check as to the current state of the machine and overall health of all components with a recommendation of items that show significant wear beyond what is expected, and an initial PM assessment with feedback and recommendations for improving the existing PM schedule. Task Orders will be placed for tiered support throughout the contract period of performance. Level 1 support is defined as technical telephone support between the hours of 7:00 AM to 5:00 PM Monday through Friday within four (4) hours of contact by the Government Program Manager (PM).Level 2 support is on-site Contractor support within two (2) business days of contact by the Government PM if Level 1 support was unable to resolve an issue within 8 hours. Level 3 support is performed after a level-two initial assessment. If the repair is OEM specific in nature; meaning it could involve proprietary or specialized knowledge, OEM specific software, configuration, tooling, etc., the contractor shall coordinate with the appropriate OEM/vendor and provide a written repair estimate to the Government COR no later than five (5) business days from assessment.
