- THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; GENERAL SERVICES ADMINISTRATION (GSA) IS NOT SEEKING PRICING OR OFFERS. GSA, NORTHWEST ARCTIC REGION 10 is currently requesting information in order to determine the existence of viable commercial sources capable of providing Elevator Maintenance and Repair Services.� The intended contract period of performance is for a base year plus four (4) one-year option periods. Description of Services: The Contractor shall repair and maintain elevators, equipment, communication devices (i.e. phones, dialers, speakers, intercom systems, etc.), appurtenances and accessories so as to comply with the requirements of the latest edition of American Standard Safety Code for Elevators, A17.1 & A18.1 and all other applicable laws, regulations, rules, ordinances, and codes.� The ANSI Elevator Inspection Manual A17.2 shall be used as a guide to establish that equipment is operating safely. The elevators for all locations covered by this contract shall be maintained in a satisfactory and safe operating condition, in accordance with the requirements of these specifications, and be capable of providing their original maximum capacity, speed and performance at all times.� The awardee of this contract must have at least one years� experience with Otis Elevator�s MCE controller for traction elevators. The Government reserves the right to make such tests as and when deemed advisable to ascertain that the requirements of these conditions are being fulfilled. Entrapments- The contractor shall respond on site to all notices of entrapment within no more than 30 minutes during working hours and no more than 1 hour during non-working hours.� Response time starts when the contractor receives notice of an entrapment and ends when the contractor arrives at the Federal Office Building and includes time spent parking a vehicle.� After receiving notice of an entrapment and within the stated response time, the contractor shall call the GSA Call Center at 1-800-806-8145 with the following information: building name, building address, car number, and, when feasible, the number of occupants involved. Responses to entrapments during non-working hours are ""reimbursable services"" and shall be separately invoiced. Calls to the GSA Call Center after hours are not separately reimbursable. In the event the contractor has not responded within the required time limits outlined in the PWS, the COR may contact another elevator service provider or the local fire department to resolve the entrapment issue. Any additional costs incurred above the agreed upon reimbursable cost shall be paid by the contractor to said elevator contractor or fire department.� The Contractor is not responsible for any damages that the fire department brought about to resolve the entrapment. Explain the contingencies that will be followed in what should be a rare case of the contractor not able to meet their obligation outline and failure to meet this obligation like any other obligation or requirement of this contract is a performance issue and will be sited as such in performance and any other evaluation documents to address this lack of performance to resolve it from happening again. The Contractor shall develop a Non-responsive Entrapment Plan that will outline what pre-assistance the Contractor can give to the local fire department and on site O&M Contractor to resolve entrapments with the least amount of time and damage.� This Non-responsive Entrapment Plan shall be delivered to the CO 30 days from award of contract. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted.� This is a sources sought notice to gain knowledge of potential qualified sources.� A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted.� The sources sought announcement is not to be construed as a commitment by the Government implied or otherwise, to issue a solicitation or to award a contract.� No reimbursement will be made for any costs associated with providing information in response to this synopsis of any follow-up information requests.
