- The Sources Sought notice is being posted to satisfy the requirement of DFARS PGI 206.302-1.� The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to issue a sole source follow-on contract to KBR, Lexington Park, Maryland for highly specialized engineering and test services for WASP.� The WASP software application provides automated weapon and store loading and delivery planning, and is certified as a permanent flight clearance application. This application is required to maintain currency with authorized flight clearances and technical data for F/A-18A-F and EA-18G aircraft and associated weapons systems with authorized safety-of-flight limits and rules. WASP testing ensures weaponeering solutions are an exact match (zero tolerance) to the aircraft NATIP and any applicable flight clearances. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, responsible, interested parties may identify their interest and capability by responding to this notice.� The Government will consider all information received prior to the closing date of this notice.� A determination by the Government not to compete this procurement is based upon responses to this notice and is solely within the discretion of the Government.� The Government will not pay for any responses received. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.� GENERAL INFORMATION: KBR is the only source for this follow-on contract that provide the highly specialized services for the continued development and support of the WASP application without unacceptable delays in fulfilling the Government�s requirement. The release cycle of WASP is closely tied to the release cycle of the F/A-18 family of Naval Aviation Technical Information Product (NATIP) manuals with updates occurring to the manuals multiple times per year. �Due to the release cycle and short development time of WASP updates currently under development and test, the selection of a contractor other than KBR would result in unacceptable impact to schedule and performance. KBR has been the sole provider of system engineering services and functional testing on all delivered versions of WASP, both U.S. and FMS to date. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.� Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.� No telephone responses will be accepted. Responses are due by 5:00 pm Eastern Daylight Time, 15 October 2020.
