- N00164-21-R-WS56 � SOLE SOURCE - PROCUREMENT OF SUPPLIES/SERVICES TO SUPPORT THE AN/ALQ-227 COMMUNICATIONS COUNTERMEASURES SET (CCS) � PSC 5865� - NAICS 334511 Synopsis Issue Date: 29 SEPT 2020 � Closing Date: 13 OCT 2020 � 3:00 PM Eastern Time Anticipated Solicitation Issue Date: 30 NOV 2020 � Closing Date: 30 JAN 2021 � 3:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies/services to support the AN/ALQ-227 Communications Countermeasures Set (CCS). The requirements are designed to provide fleet sustainment and organic depot support to AN/ALQ-227 CCS, to include engineering, technical, logistical, and repair support. The Government intends to award a five� (5) year Basic Ordering Agreement (BOA) that will utilize both Cost Type and Firm Fixed Price CLINs. The first job order under this BOA will be an engineering, logistics, and repair services order that will have a five (5) year period of performance. The other job orders are anticipated to be supply type procurements, but details of those orders have yet to be defined. FOR SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 1010 Production Road, Fort Wayne, IN 46808-4106 under the authority of FAR 6.302-1(a)(2)(ii). This is being sole sourced because only one source will satisfy the requirement. Raytheon is the sole designer and manufacturer of the AN/ALQ-227 CCS and maintains a high degree of technical expertise of its capabilities. The Government does not own the complete, Level III, Build-to-Print Technical Data Package (TDP) associated with the AN/ALQ-227 requirement. The cost to develop a TDP suitable for competitive procurement would not be recovered through competition. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Contractors must be properly registered in the Joint Certification Program (JCP) in order to receive controlled attachments. The controlled attachments will be provided to the designated sole source vendor at the same time the draft BOA and requirements for the 1st JO Order are issued.
