- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� Vendor: Metropolitan Archives� DUNS:�186906306 See the attached Sole Source�Justification and Approval for additional information regarding the sole source determination. This notice of intent is NOT a request for proposals or quotations. Overview of Requirement: The United States International Development Finance Corporation (DFC) seeks to secure a National Archives and Records Administration (NARA) compliant records repository that meets the requirements set forth in 36 CFR part 1234 to replace its existing on-site storage room that contains over 1,400 boxes of agency documents. The DFC has determined that approximately 1,400 boxes located in a repository at DFC will need to be transported offsite within 180 days of award. The contractor shall provide all labor, equipment, transportation, supervision, etc., to transfer those records, securely house the records, and maintain the records in compliance with NARA regulations. DFC will provide a move date to the contractor within 180 days of award. Records shall be managed in accordance with Federal recordkeeping disposition, accession, and destruction criteria.� �The DFC requires that records are available for retrieval on a consistent basis, delivered to a designated drop of point for requestors, and when ready for return, picked up, and refiled. DFC also requires that records may be retrieved using an electronic scanning/indexing system. Under the Federal Records Act as amended and provisions of 44 U.S.C., Chapters 31, and 36 CFR Part B (1220 through 1239) the heads of Federal agencies are required to make and preserve records that contain adequate and proper documentation of the agency and to perform national security preparedness functions. The Agency Head has designated the Agency Records Officer for information governance and records management and the deciding official to support and direct an active and effective DFC-wide information resource management program required by law, and imposed by the National Archives and Records Administration (NARA), Office of Management and Budget (OMB) and the General Services Agency (GSA).
