Description
The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center (FLC) Jacksonville, FL. intends to issue a sole source award utilizing Simplified Acquisitions Procedures for procurement of one Portable Coordinate Measuring Machine (CMM) Arm (FARO) Part # 31000-525 and accessories manufactured by Faro Technology, Inc. (Other than Small Business) at Trident Refit Facility, Kings Bay, GA. This contract includes maintenance, which provides one full year of technical support and upgrades.� This will be used to support mission requirements during repair of tanks aboard tended units goals by ensuring our tended units are ready for sea at a moment�s notice as well as to meet production schedules. TRF currently has seven (7) of these units throughout the command (in different shops) and information gained from the FARO Arm and associated devises are transferred and used by owners of the other FARO Arms to continue production repairs between trades. FAR 6.302-1(a)(2)(ii) provides that for the DoD supplies may be deemed to be available only from the original source in the case of highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency�s requirements. The subject Faro arm is being procured to replace an existing, inoperable Faro arm at the Trident Retrofit Facility (TRF).�� This is one of seven Faro arms utilized by the TRF in different shops.� The replacement arm must be installed for immediate use.� The installation of any arm other that the specified Faro arm will require extensive retraining and potentially the redesign of the workstation where the arm will be used.� Retraining operators and potentially re-designing the workstation constitute substantial duplication of cost to the Government as well as an unacceptable delay in fulfilling the TRF�s requirements.� As such, this item is deemed available from only the original source. This sole -source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes, however all interested parties who believe they can meet the requirements should contact kenneth.b.brown4@navy.mil. This notice does not constitute a request for proposal, request for quote, or an invitation to bid. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by 11:00 A.M. E.S.T. 30 September 2020, the contract will be awarded without further notice. It is anticipated that any resulting solicitation will be for a Firm-Fixed-Price (FFP) contract with a Product Service Code (PSC) 3695 and a NAICS of 334519 with a size standard of 500 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within the noted closing time after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government that obtaining this service through a sole-source contract, then a sole-source acquisition will be made.
