Description: The Army Contracting Command-Redstone intends to award, as other than full and open competition basis, a new Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle for Contractor Field Service Representatives (CFSRs) within the Continental United States (CONUS) and Foreign Military Sales (FMS) customers Outside the Continental United States (OCONUS) in support of Cargo Helicopters (CH-47) aircraft platforms and avionics systems for a 3 (three) year period. The CFSRs will consist of Original Equipment Manufacturer (OEM) level experts or service engineers who are experienced on the CH-47 airframe and systems and have reach-back capability to Boeing.� The technical reach back includes access to proprietary technical data from the CH-47 OEM.� The reach back capability to the OEM is needed even when the CFSR is not available.� On-call engineering and technical assistance query service is needed as part of the effort.� CFSR services include OEM level expert engineering, technical field support, troubleshooting, product performance monitoring, training, and a liaison with contractor engineering and technical personnel.� The CFSR shall respond to field questions and concerns of maintenance problems, operational shortcomings, general technical questions and other issues that require technical support.� The intended awardee is The Boeing Company, CAGE Code 77272. �A justification for other than full and open competition has been approved in support of this acquisition. �Under the authority of 10 U.S.C. 2304 (c)(1), �Contracts: competition requirements,� as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"" and is subject to the availability of funds. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing beta.SAM.gov and looking under qualification procedures for aviation requirements. �All responsible sources may submit an offer which shall be considered by this Agency. �The closing date annotated is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. �However, the solicitation will not close prior to the closing date of this notice. The Government will not be responsible for any costs incurred by interested parties in preparation of information or documents related to this requirement.
