- On September 28, 2020, in accordance with 10 U.S. Code � 2371b, the Army Contracting Command � Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the Digital Generation (DGEN) Subsystem Development and Integration (SDI) Prototype Project. A Request for Solutions (RFS) for this effort was issued through TReX on June 16, 2020, which resulted in the submittal of one response. Following evaluation, the vendor was selected for Statement of Work (SOW) collaboration. The vendor to receive award of a prototype project was SRC, Inc. located in North Syracuse, NY. The total value of this prototype project is $727,568 for phase one. �Phase two through five will be negotiated, found reasonable, and exercised upon the start of each phase. The Naval Air Warfare Systems Command (NAVAIR) desires to further advance its capabilities in the areas of electronic threat simulation and measurement focusing specifically on advances in the areas of system concept, architecture development, and requirements definition.� The overall goal is to meet the increasingly critical requirements for current and future Department of Defense (DoD) aircraft, which contain electronic combat support systems.� To meet this goal, NAVAIR is developing a new simulator program called the Next Generation Electronic Warfare Environment Generator (NEWEG), which consists of a single configurable set of unclassified subsystems.� The set contains one Scenario Simulation and Control (SSC) subsystem, one or more DGEN subsystems, one or more Radio Frequency Generation (RFGEN) subsystems, and a Measurement and Analysis (MAA) subsystem.� NEWEG is currently being developed in two Blocks: A and B.� The DGEN system will be developed, demonstrated, and assessed as part of Block B.� The unclassified DGEN prototype project will focus on the continued development and testing of the DGEN subsystem.� Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. At a minimum the following Phase one requirements will be validated: Technical Objective #1: design and development of the baseline DGEN SDI prototype. Technical Objective #2: production of baseline DGEN SDI prototype capabilities to support testing activities. Technical Objective #3: test and evaluation baseline DGEN SDI prototype capabilities with the NEWEG. Technical Objective #4: testing of the baseline DGEN SDI prototype capabilities. Technical Objective #5: transition of the baseline DGEN SDI prototype capabilities to NAVAIR 5.4 Integrated Battlespace Simulation and Testing to support the design and development of DGEN prototypes tailored to address specific aircraft, mission, and location requirements. � Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to re-compete the RFS and award a new OTA. �
