Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This request is to purchase the software program which allows the SynMed blister package dispensing device to communicate with VistA. ITEM NUMBER ITEM DESCRIPTION QUANTITY DSSRX-SynMed OutPt- PL DSS SynMed Outpatient VistA Interface Perpetual License. Includes Outpatient pharmacy orders. 1 each DSSRX-SynMed OutPt- PL-AM DSS Synmed Outpatient Interface software subscription maintenance and support M-F 8-8 EST, includes bug fixes, minor release upgrades, telephone support 12 months DSS-INST-R DSS Remote Installation Services Per Day 1 job Total Estimated Value: $ Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The activation of the SynMed Blister Packaging Device is an effort to simplify and improve safety and effectiveness of treatment of veterans who take several medications. The organization of these drugs into blister packages will facilitate administration of these medications according to proscribed schedules. This will be particularly useful for the aging patient population, for whom vision and cognitive issues, or those of their caregivers, makes administration of tablets from bottles more difficult. The VistA infrastructure was created in 1983 and is unique to the US Department of Veterans Affairs. The SynMed blister packaging machine is a somewhat uncommon device. Market Research has revealed that only DSS is a producer of software which allows the SynMed machine to communicate with VistA. No other companies create a software system that allows the SynMed machine to operate on the VistA infrastructure. Document Storage Systems is a large business according to their Reps and Certs on sam.gov. Description of market research conducted and results or statement why it was not conducted: A Notice of Intent to Sole Source to Document Storage Systems was posted on beta.sam.gov on September 4th, 2020. In addition, all verified SDVOSB and VOSB vendors registered under the NAICS 541511, Custom Computer Programming Services, on VetBiz were emailed the Notice of Intent to Sole Source to Document Storage Systems. A response deadline of September 11th 2020 was included in the requests to ensure adequate time for award in Fiscal Year 2020. As a result of this market research no vendors responded requesting to be considered. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
