- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and it incorporates the provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2020-07, effective as of 31 August 2020. Announcement Number: 95332420Q0054 Amendment 2 Title: DCO Finance, Investment, and Trade (FIT) Director Full-Time PSC Position Information: Full-Time Personal Services Contractor (PSC) One (1) one-year (2,087 hours per year), renewable for up to 4 years at the sole discretion of the Government. Pay Band: 3A $123,000 -$177,289 ($58.94 - $84.94 per hour) https://www.mcc.gov/careers/pay-bands The PSC may receive a pay supplement of 15% of the employee�s direct labor cost in lieu of fringe benefits. Closing Date for Questions: 2:00pm Eastern Time (ET), 29 September 2020 (Tuesday) Questions must be submitted via email to Andrew E. Lee, leeae@mcc.gov. Submission Deadline: 5:00pm Eastern Time (ET), 2 October 2020 (Friday) Submissions must be submitted via email to Andrew E. Lee, leeae@mcc.gov. Position Security Level: Noncritical Sensitive/Moderate Risk (T-3) Who May Be Considered: U.S. citizens Place of Performance: Principal place of performance in Washington, DC, USA and/or PSC's home of record. Type of Contract: Time-and-material (T&M) with One (1) One-Year Base Period and Four (4) One-Year Option Periods. Multiple awards may result from this solicitation. Amendment 1: The purpose of Amendment 1 is to extend the close date to 10:00 am ET 11 August 2020 and post questions and answers. All other terms and conditions remain unchanged. Amendment 1 Questions: Q1: Does the solicitation allow a firm to submit an independent consultant for consideration of the role? A1: This is a personal Service contract (PSC), the position can only be awarded to an individual and not to a company. See Section 3. Personal Services Contract below. Q2.
