- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does not constitute a request for either a quote or proposal, or an invitation for bid, or a promise to issue a Request for Proposal (RFP) or Request for Quote (RFQ) in the future. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. The intent of this sources sought is to identify potential offerors for short term vehicle and equipment rental at Corpus Christi, TX; Kingsville, TX; Fort Worth, TX; New Orleans, LA; Millington, TN; Meridian, MS; Gulfport, MS; Pensacola, FL; Whiting Field, FL; Panama City Beach, FL; Mayport, FL; Jacksonville, FL; Key West, FL; and Kings Bay, GA. No solicitation or specifications are currently available. The identification number for this sources sought notice is N6945021RBSVE. The Naval Facilities Engineering Command Southeast Contracting Office, Jacksonville, FL, is seeking information from interested sources capable of providing performance-based services to the Department of the Navy, Naval Facilities Systems Command Southeast Transportation. The purpose of this notice is to gain knowledge of qualified and interested parties in any of the following categories: large business, small business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, woman owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB). Potential sources should demonstrate that they have the management, technical capability, and ability to execute multiple orders for non-recurring short-term lease and rental of light, medium, and heavy duty non-tactical vehicles and equipment at the following locations: Corpus Christi, TX; Kingsville, TX; Fort Worth, TX; New Orleans, LA; Millington, TN; Meridian, MS; Gulfport, MS; Pensacola, FL; Whiting Field, FL; Panama City Beach, FL; Mayport, FL; Jacksonville, FL; Key West, FL; and Kings Bay, GA. The type of solicitation to be issued will depend upon responses to this sources sought notice. The Government will use the sources sought responses along with other market research to make various determinations regarding the procurement of these services. It is anticipated that the resulting contract will be a single award indefinite quantity contract with non-recurring work/indefinite delivery indefinite quantity (IDIQ) provisions. The contract term will be a five (5) year ordering period. The minimum guarantee will be met with issuance of the first task order. The anticipated performance start date is the first quarter of fiscal year 2021. The proposed requirement will provide vehicles and equipment in a short-term lease to meet the delivery schedule specified in the order. Lease of vehicles and equipment may include trucks, sedans, vans, sport utility vehicles, slow moving vehicles, high voltage line trucks, digger derricks, trailers, cranes, forklifts, sweepers, tractors, skid steers, aerial work platforms, scissor lifts, backhoes, graders, etc. Type, quantity, and lease duration will be specified on each task order. The estimated annual magnitude for this procurement is between $25,000 and $500,000.
