- Page 1 of 1 36C24221Q0039 SPECIAL NOTICE NOTICE OF INTENT TO SOLICIT TO A SOLE SOURCE CoaguCheck Roche Diagnostic Upstate New York The Department of Veterans Affairs, Upstate New York: Buffalo, Syracuse, Bath and Canandaigua VA Medical Center, intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 334516 with a small business size standard of 1,000 employees. The VA intends to solicit and negotiate with Roche Diagnostics, 9115 Hague Road, Indianapolis, IN 46250 This requirement is valued below the Simplified Acquisition Threshold, the equipment is on Schedule 65II of GSA. The Non- Manufacturer Rules apply since there is no waiver in place for this requirement. Roche Diagnostics is the exclusive manufacturer of CoaguCheck products. Only Roche Diagnostics and its Field Service Technician Affiliates have the capabilities and authorization necessary to perform installation and maintenance services for CoaguCheck products. Performance of those services by any other party voids any warranty for the serviced products. This expectant contract resulting from the solicitation is intended be a Firm Fixed Price, Blanket Purchase Agreement for a Base + 4 option years. CoaguCheck XS Test strips and Controls for use with the CoaguCheck XS Plus testing System. Test Strips provide fingerstick INR Results for patients on warfarin therapy. For continuity of patient care the same strip lot is required in all patient care areas. The device connectivity to the RALS interface is required to ensure that patient results are accurately entered in to the EMR. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists and no telephone or email inquiries will be accepted. No contract award will be made based on proposals, or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest received by Friday, October 2, 2020 at 10:00 AM EST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Idalia Algarin at idalia.algarin@va.gov. No solicitation is available at this time. Submitters are responsible for ensuring their EOI (Expression of Interest) reaches the designated contracting officer on-time.
