- ***EDIT 24 September 2020: This update includes an attached photo of the gate.� The water is approximately covering the bottom half of the gates.� Both leaves�and both sides are to be fully coated. Poe Gate 1 Blasting & Coating A Sources Sought market survey is being conducted in order to make acquisition decisions about this future project. If your firm is interested in this project please respond appropriately. The U.S. Army Corps of Engineers (USACE) Detroit District is seeking contractors for the fiscal year (FY) 21 Poe Lock Gate Coating project. The place of performance is the Soo Locks in Saulte Ste. Marie, Michigan. The general scope of the project is the surface repair and coating of one miter gate leaf, approximately 63 feet wide by 35 feet tall. The gate will remain in place and would require a wind resistant, enclosed, climate controlled environment with a minimum temperature of 45 degrees Fahrenheit to be constructed around it. Cracked, pitted, or damaged gate surfaces that are discovered after initial surface preparation activities shall be adequately repaired. It is critical that the final surface preparation meets �white metal� in accordance with SSPC SP 5 criteria and that stringent full time technically qualified quality control is maintained during surface preparation and coating application. The coating is an USACE exclusive marine grade vinyl based coating that shall be applied immediately after welding repairs to stiffener plates, fender mounting brackets and final surface preparation activities.�� Some disassembly and reassembly of existing/new replacement gate components will be required, including grease lines, electrical conductors, signal lights, walkway platform, hand rail, flushing valves, timber fenders, structural stressing diagonals, gate seals, and access hatch.� The Contractor will be required to furnish new gate seals, timber fenders and diagonals. Adequate lead time will be required to furnish these specialty items.� New diagonals are currently being designed and the contractor will need to furnish and install. Design of new diagonals will differ from existing and install time will need to account for gate repair and coating activities. Work shall not exceed one season of winter closure activities.� Protection of the gate anchorages, quoin blocks, miter blocks, hydraulic cylinder and connection, and pintles will be required throughout the project.� Compressed air, natural gas, and electric will be provided by the Government if necessary. The estimated cost of construction is between $1 Million and $5 Million. The North American Industrial Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, which has a size standard of $39.5 Million in average annual receipts. This is NOT an Invitation for Bid or Request for Proposal. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed six (6) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A completed Sources Sought Information Request Form located in this ""Sources Sought"" notice on beta.sam.gov. 2. If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of two projects substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
