- 24 September 2020 *� A request for an extension to the solicitation deadline because of COVID-19/remote working issues has been received. The response date for receipt of proposals has been extended until 11/16/2020, 2:00 PM Eastern.� All other solicitation requirements remain unchanged. 21 September 2020 - additional questons received and answered as follows: * QUESTION� �� 1) Cybersecurity of Measuring Receivers - Applicability of DoD Memorandum on Implementation of Microsoft Windows 10 Secure Host Baseline:� �QUESTION: Does the DoD Memorandum on Implementation of Microsoft Windows 10 Secure Host Baseline (see https://bit.ly/31gdPBc), which requires a TPM (Trusted Platform Module) per STIG V-63323 (see https://bit.ly/3gk1bp5) for enhanced cybersecurity, apply to this procurement? �� Answer:� No, if the Windows 10 is embedded into instrument and it WILL NOT be on the AFNET domain.� If using an external computer/controller then yes, it would and you would need to use the latest SDC build or meet the specs for the build. *QUESTION� �2) Desirability of 26.5 to 50 GHz Field Upgradability - QUESTION: Is field upgradeability from 26.5 to 50 GHz desireable and will it be considered as part of the evaluation criteria for Best Value?� Answer:� Upgradability will not be considered as part of the Best Value criteria.� At the beginning of the acquisition process AFMETCAL conducted site surveys for the 65 measurement laboratories that these units would be placed at.� Part of the site survey was to determine the top frequency range needed at each location.� This is driven by mission requirements at each Air Force base.� The quantities of 26.5 & 50 GHz units is based upon the information from the site survey.� Historically with our previous MMR we didn�t see these requirements change very often, as a result it is not being considered as part of the Best Value criterea. *QUESTION:� �3)� Can you please update this file to be a single, flattened PDF so it's more readily accessible?�� ANSWER:� �DD 1423�s have been uploaded as individual files.�� 18 September 2020 - questions received as follows: Question: � Will other OEMs be considered in this bid or does it need to be a Keysight instrument? Answer:� All qualified proposals will be evaluated regardless of OEM. � Question: � Will Used or Refurbished instruments be considered?
