- This is a combined synopsis/solicitation for commercial items. The requirement will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures as supplemented with additional information included with this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 70US0920Q70090411 is issued as a Request for Quote (RFQ) through Federal Acquisition Circular 2020-07, 08/31/2020.� This solicitation will be a Total Small Business Set Aside and the North American Industry Classification System (NAICS) code for this acquisition is 423450 and the corresponding size standard is 200. The government intends to issue a single firm-fixed-price purchase order from this solicitation to the responsible offeror whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The technical capability factor will be considered more important than price. All personnel recovery go bags should contain the items listed below in the Statement of Work.� Description Personnel recovery go bags (emergency preparedness and survival kits) Quantity� 200 INSTRUCTION TO OFFERORS The offeror shall submit a quote in accordance with the following format: Technical Capability Pricing Evaluation Factors Factor 1: Technical Capability - Offerors are required to submit a comprehensive and complete quote that demonstrates their ability to perform the work described in the statement of work (SOW). Offerors are cautioned to be responsive to all of the requirements annotated in the SOW, and to provide sufficient information to allow evaluation of the quotes. This includes detailing part numbers, alternate part numbers, and any other deviations from the requirements list. Factor 2: Price � The Offeror shall provide firm fixed price (FFP) pricing for the items provided within this solicitation and SOW. Evaluation Methodology The following factors shall be used to evaluate offers: Factor 1: Technical Capability � Table 1 �Technical Ratings Rating Description Excellent Quote exceeds the SOW technical requirements, demonstrates an exceptional understanding of the requirements, and offers significant advantages and/or innovative strategies to the Government. Risk of not meeting the Government�s requirement is very low. Good Quote meets or exceeds the SOW technical requirements, demonstrates an understanding of the requirements and offers advantages to the Government over basic SOW requirements. Risk of not meeting the Government�s requirement is low. Satisfactory Quote meets SOW technical requirements and demonstrates an adequate understanding of the requirements, but does not offer advantages over the basic SOW requirements. Risk of not meeting the Government�s requirement is moderate.� � � � � � � � � � � � � � � � � � � Marginal Quote meets some but not all the SOW technical requirements but does not demonstrate an adequate understanding of the requirements. Risk of not meeting the Government�s requirement is high. Unsatisfactory Quote demonstrates little to no understanding of the SOW requirements, or offer fails to adequately meet acceptable performance expectations. Quote contains major errors or omissions. Quote is un-awardable. Factor 2: Price � This factor will be evaluated for price reasonableness. Basis for Award The government intends to generate a single award from this solicitation to the responsible offeror whose quote represents the best value after evaluation in accordance with the factors in the solicitation. The technical capability factor will be considered more important than price. The government intends to award without discussions (although it reserves the right to conduct discussions). Therefore, the submitted quotes should represent the offeror�s best offer. STATEMENT OF WORK Personnel Recovery 72 Hour Go Bags International Programs Division General Information Title of Project / Identification of the Requirement Personnel Recovery 72 Hour Go Bags Background Personnel Recovery Go Bags are provided to support the USSS Protective and Investigative Missions. The Go Bags are intended to provide survival equipment utilized to increase an isolated individual�s survivability and can facilitate friendly forces in locating and/or assisting the carrier. The purpose of this procurement is to support Personnel Recovery Course attendees and the Foreign Field Offices with supplement survival equipment increasing individual survival in the event of an isolating situation.��� Scope / Purpose & Objective The USSS is procuring QTY 200.00 EA of 72 Hour Go Bags as configured below. The bag must be portable and include the navigation, medical, food preparation, water filtration/purification, shelter, signaling equipment, and survival tools identified in the preferred contents list.� Period of Performance / Delivery Delivery is required within 45 days of award.
