- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA822420R8147 is issued as a request for proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its supplements. This is a 100% Small-Business Set-Aside announcement filed under NAICS code 334519 with small business size standard of 1250 employees and Product Supply Code 3695. This acquisition calls for the contractor to furnish two shock isolator tilt station carts. These carts act as hydraulic maintenance stands for lifting and positioning heavy items being worked on in the Shock Isolation Facility. The stands will allow for 360 degree of movement for the performance of repairs and testing of assets. Both carts will require testing be performed by the Contractor upon delivery. The units provided will be supplied in accordance with the specifications in the attached product description. **Please see attachment ""8147_Shock Isolator Test Tower Tilt Carts RFQ"" for the anticipated CLIN structure for this requirement."" All CLINs will be established on a firm fixed price basis. All proposals must indicate if the vendor can achieve delivery within 24 weeks after receipt of contract. If this delivery is not practicable, vendors must propose an alternate delivery schedule. Contractor shall manufacture both carts per the engineering drawing requirements supplied by the Government and shall refrain from any and all unapproved modifications. Functional test will be performed by Government on both carts upon receipt and contractor shall repair/replace failed end items at no additional cost. Contractors must request access to the drawings associated with the tilt station carts. Contractors shall submit their approved DD2345 Military Critical Technical Data Agreement (included in the solicitation documents for download) to: William Weiss, william.weiss.1@us.af.mil; and Daniel Brock, daniel.brock.5@us.af.mil. Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in Statement of Work, and delivery within the specified timeframe. Any exceptions to Statement of Work dated 31 August 2020 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote. **The due date for all proposals is Thursday, 8 October 2020 at 5:00 p.m. Eastern Standard Time.** All questions regarding this acquisition must be submitted by Thursday, 1 October 2020 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
