Description
SITE VISIT: An organized site visit has been scheduled for 30�September�2020�at 2�P.M. EST.� Offerors are urged and expected to inspect the site where work will be performed. The following information must be provided to the Contracting Division by 28�September�2020: Name: First, Last, MI Citizenship: Site Visit Limitations: Foreign nationals, dual citizens, permanent residents, etc., will be required to submit additional information for additional vetting which may not be approved prior to 28�September�2020.� It is encouraged that the submitted personnel be a U.S. citizen. Please be sure to socially distance (>6 feet), wear a face covering, and practice good personal hygiene practices (e.g. washing hands with soap and water, avoid touching face). Visitor�s passes will be obtained from the NRL Visitor Center. In order to obtain a badge and gain access to the base individuals must have a valid driver�s license.� The driver of a POV must also provide a valid vehicle registration and vehicle insurance documents. A valid driver�s license is required for access onto NRL. Participants will meet at the Naval Research Laboratory (NRL) Contracting Division Office, Bldg 222, Room 115 (NRL Credit Union Entrance), 4555 Overlook Avenue S.W., Washington, DC 20375. No Government transportation will be provided. Please allow sufficient time prior to the 2�P.M. site visit start time to complete all visitor forms and accomplish the visitor badge process. For more information regarding badges, please call the NRL Visitor Center at www.nrl.navy.mil or call 202-767-2996.� Personnel is limited to ONE person�per vendor/offeror.� The deadline to submit the name�of the personnel attending the site visit is 5:00 PM EST Monday, September 28, 2020. Any request received after this deadline will not be considered. Requests must be submitted to Courtney Williams (courtney.williams@nrl.navy.mil) with a cc to Michael Reiners (michael.reiners@nrl.navy.mil). No exceptions will be made. I. Description of Requirement The Spacecraft Engineering Division�s (SED) primary research, development, integration, and test facilities are located in building A59 at the Naval Research Laboratory in Washington, DC (NRL-DC). A59 is a large industrial building with multiple access points, uncontrolled access warehouse spaces, and controlled access highbays and laboratories. The SED intends to upgrade A59�s existing Physical Access Control System (PACS), and add additional building perimeter and highbay door card readers. The current PACS uses NRL-DC issued identification cards. The SED requires the new PACS to use PIV/CAC/DBIDS card readers without requiring real time authentication via the remote Defense Enrollment Eligibility Reporting System (DEERS). The new PACS must be compliant with HSPD-12 and FIPS PUB 201-2. The new PACS may use existing electronic door locking hardware and cabling provided it meets all PACS requirements. The SED will repair or replace any door that does not support the PACS hardware (electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, etc.). Ideally the new system will be in operation by the end of FY 2021. II. Performance Requirements 1. The contractor shall provide a PACS compliant with HSPD-12 and FIPS PUB 201-2. 2. The contractor shall provide a PACS compatible with PIV/CAC/DBIDS cards. 3. The contractor shall provide a PACS that allows unique access lists for each door in the system. 4. The contractor shall provide and install all material, equipment, hardware, and software required to upgrade and expand the A59 PACS. 5. The contractor shall provide and install contact PIV card readers, electrified door hardware, electromagnetically locked devices, door contacts, request to exit devices, power supplies and all other associated hardware and software necessary to implement a PIV activated PACS at the 40 doors. NOTE: Of the 40 doors, two are man-doors built into rollup doors, one is a rollup door, two are double doors, and one is an ADA compliant entrance. The remaining doors are single doors. 6. The contractor shall provide and install all cabling necessary for the PACS. 7. Cabling that is not installed above drop ceilings shall be installed in conduit. 8. The contractor shall provide and install all control system hardware and software necessary for the PACS. 9. The contractor shall locate the primary system controller within the server room in the west highbay of A59. 10. The contractor shall provide end user training on the new PACS. 11. The contractor shall provide assistance in setting up and initializing the parameters and accounts for the new PACS. 12. The contractor shall provide unlimited support and service for one year following the completion of the PACS upgrade and installation. 13. The installed PACS shall be expandable to provide access control for up to 40 additional doors by accommodating additional card readers.
