VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C246-20-AP-5162 Contracting Activity: Department of Veterans Affairs, VISN 6, VA Medical Center Hampton, VA NCO 6 100 Emancipation Dr Hampton, VA 23667 2237: 590-21-1-101-0029 $48,000.00 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: SUPRAVISTA BRILLIANS SOFTWARE and support Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Brillians (formerly, SupraVISTA) is the most advanced Cognitive Support System (CSS) specifically designed to complement VHA s core clinical systems. Brillians is designed to meet patients and providers needs that are specific to VHA settings. CPRS is the primary clinical application for the VHA clinicians. Though an excellent Electronic Health Record (EHR), it does not provide clinical cognitive support features (i.e., clinical intelligence), or the essential tools for efficiency and productivity. Brillians is designed to fill that gap. 1. Brillians is the ONLY stand-alone Clinical Cognitive Support System that seamlessly and safely works with VHA s electronic health record. 2. Brillians is designed to be used along with CPRS with no negative impact on CPRS functionality. 3. Brillians is the only application that offers automated rule-based analysis of clinical data at point of care and works with VHA s existing IT architecture. 4. This is the only product that provides Automated Alerts (clinical advisories) and Problem-centric Reports at point of care. These are central to patient safety, quality of care and provider productivity. 5. It includes many advanced features that are not found in any VA or non-VA product. For example, this is the only product where Letter Writer actually analyses the data and puts proper interpretation along with test results in the body of the letter. (Some commercial EMRs/tools on market, which are not compatible with VHA s VistA database, simply mail-merge laboratory data.) Please note that VHA policy mandates that test results are communicated to patients within reasonable time. Presently, there is no built-in facility in CPRS to generate such letters. 6. Brillians is in use in VHA, in live patient care settings, since 2006. It is a proven solution that is reliable, safe, and effective. Description of market research conducted and results or statement why it was not conducted: In accordance with FAR Part 10, VAAR 810 and VAAM M810, market research has been conducted for this acquisition. The following techniques were used: Used VA s VIP database to identify verified capable SDVOSBs and VOSBs. A check of the database revealed no VOSB/SDVOSB that can provide for this requirement. Although this step is not required for Sole Source Acquisitions. A check was done to substantiate the justification for sole source. Applying personal knowledge in procuring supplies/services of this type. A check of FPDS shows no other entitles have be awarded contracts for this requirement other than SupraVista Medical, DSS, LLC a woman owned small business concern. Conducting market survey: Market shows only Supravista Medical DSS has been awarded requirements in the past. However, An Intent to Sole Source Synopsis will be issued on the Open Market in accordance with FAR Part 5 Procedures. Specific language at FAR Part 5.207(C)(16)(ii) will be incorporated all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
