- NAVFAC Pacific, Construction Contract Branch, is providing the draft plans and specifications (P&S) for industry review and comment.� The draft solicitation is being released as part of the Government�s efforts to improve the understanding of Government requirements and industry capabilities prior to issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government�s requirements, and enhancing the Government�s ability to obtain quality construction, at reasonable prices, and a possibility increase efficiency in proposal preparation. The draft solicitation is for the construction of a low rise, reinforced and protected concrete fire station at Naval Support Activity (NSA) Marine Corps Base (MCB) Guam with components, such as exterior walls, flooring, foundation, windows, roofing, mechanical, electrical, and information systems appropriated to Guam seismic, typhoon and tropical environmental conditions.� This project shall be designed to meet all applicable Unified Facilities Criteria (UFC), Facilities Criteria (FC), National Fire Protection Association (NFPA), Occupancy Safety and Health Administration (OSHA), the latest Marine Corps Base Guam Installation Appearance, and all other applicable regulations.� The cost is estimated to be between $20 million and $90 million.� The RFP (if any) will have at a minimum three evaluation factors; Experience, Past Performance, and Safety. �The RFP (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations.�� The 100% Design Submittal is available at beta.sam.gov.� Any comments received in regard to this requirement may be taken into consideration in the development of a final RFP (if any).� The Government will not provide response to comments received.�� Issuance of the draft solicitation shall not be construed as a RFP or as an obligation on the part of the Government.� The Government does not intend to award a contract on the basis of this draft solicitation or otherwise pay for review of comments.� Unsolicited proposals will not be accepted.� All information will be held in a confidential manner and will only be used for the purposes intended.� Comments shall be provided with complete information as the Government will not seek clarification or information provided.� This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. Interested parties are requested to respond to this announcement by providing questions and/or comments via email to Tyler Moon at tyler.moon@navy.mil.� The response are due no later than 2:00 PM HST on 8 October 2020.� Responses shall include the following: organization, name, mailing address, phone number, and email of designated point of contact.� Proprietary information will not be accepted.� The Government intends to use various Navy personnel and possibly an architect-engineering firm to review and evaluate any responses to this announcement. Government is seeking early industry engagement on the following questions. Item No. Question 1. Is adequate equipment or other means available in Guam to transport and install 10DT32 double tees, approximately 62� in length? 2. Please comment if there are any concerns regarding the quality control and special inspector requirements in specifications 01 45 00.00 20, 01 45 35, 03 45 33, particularly if there are any concerns in providing personnel that satisfy the required qualifications. 3. Please comment if there may be an issue getting the pre-fabricated sauna as described in specification 13 24 16. Not responding to this announcement does not preclude participation in any further RFP, if any is issued.� If a RFP is released, it will be synopsized on beta.sam.gov.� It remains the responsibility of the potential offerors to monitor beta.sam.gov for additional information pertaining to this requirement.�
