- NOTICE OF CONTRACT ACTION: The Department of Veterans Affairs (VA), Strategic Acquisition Center in Fredericksburg, VA intents to award a sole source contract modification to Optum Public Sector Solutions, Inc (Optum), 800 King Farm Blvd, Suite 500, Rockville, MD 20850 using the authority of 41 U.S.C. § 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, ""Only one responsible source and no other supplies or services will satisfy agency requirements . Optum is the incumbent contractor for Community Care Network (CCN) Region 1 contract number 36C79119D0004. The period of performance for this effort remains unchanged, The North American Industry Classification System (NAICS) code is 524114 Direct Health and Medical Insurance Carriers. The size standard is $41.5M. A justification for other than full and open competition has been prepared in support of this contract action. The scope of this modification implements Sections 101 and 153 of the VA Maintaining Internal Systems and Strengthening Integrated Outside Networks (MISSION) Act of 2018. The Veterans Community Care Program includes specific healthcare benefits that pertain to Veterans Health Administration (VHA) delivering medical care to Veterans. Section 101 of the MISSION Act, as codified in 38 U.S.C. §1703 (l), Transplant Authority for Improved Access, establishes that the Secretary shall determine whether to authorize an organ or bone marrow transplant for a covered veteran at a non-Department facility and Section 153 of the MISSION Act, as codified in 38 U.S.C. § 1788, Authorization to Provide for Operations on Live Donors for Purposes of Conducting Transplant Procedures for Veterans, establishes the Secretary may provide for an operation on a live donor to carry out such procedure for such veteran, notwithstanding that the live donor may not be eligible for health care from the Department. The modification will ensure availability of care and services which will enhance the quality of care provided to Veterans under the existing awarded contract referenced above. This is not a request for competitive quotes/proposals. No verbal responses will be considered. Information received as a result of this Notice of Intent will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open this requirement to competition is solely within the discretion of the Government. No solicitation document is available currently.
