- This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act. Heavy Equipment Shed and Administrative Compound Improvements In accordance with these specifications the Contractor shall supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, scaffolding and any other items necessary to complete the herein detailed construction of a steel equipment shed.� The Contractor shall verify all existing conditions, sizes, and quantities prior to start of work. he work will consist of constructing a steel equipment overhang building, generator replacement, generator housing, replacing a metal panel roof, and performing various roof repairs in a manner which is compliant with all Federal and State codes. Preparation of Construction Site The construction site is located on area, approximately 55�x40�, is ready for construction. Existing ground surface is asphalt concrete and small concrete slab in the northwest corner. Asphalt or concrete that needs to be removed for pier foundations shall be saw cut, removed, and disposed of by Contractor. Any saw cut lines beyond the footprint of pier foundation must be filled/sealed with an asphalt rubber. Removal of asphalt beyond footprint of pier foundation for formwork will be considered incidental. Contractor shall restore asphalt surface up to the concrete pier foundations at no additional costs to the government. A tack coat must be applied on interface between existing asphalt and asphalt patchwork. � � Generator Replacement and Maintenance Contractor shall demolish and dispose the existing 8�W x 12�L x 9�H generator housing, generator, and in-ground oil basin on the northeast corner of work area. Vent louvers that are located on the south and north walls shall be salvaged. Louvers and all associated electrical connections shall be installed on new generator housing described below, see 1.1.5. Existing concrete slab supporting generator system shall remain in place. Contractor shall use extreme care to not damage any existing concrete, windows, brick walls, or fuel piping, electrical conductors/conduits/boxes, and vent piping that serve the generator or associated components. Contractor shall provide and install a new generator that satisfies the criteria below: Power: ����������������������������� 100 kW Fuel Type: ����������������������� Diesel Voltage: �������������������������� 120/240 Volt, Single Phase Frequency: ���������������������� 60 Hz Main Breaker Service:����� 200 amp Approximate dimensions: 98� L x 38� W ; closely match existing generator dimensions Has double-contained oil system with ability to drain and maintain above ground (no sump). Contractor shall verify sizes and condition of existing electrical, fuel, oil, and vent connections to service new generator. All existing vent terminations shall be extended up through new equipment overhang described below. Contractor shall provide an operations and maintenance manual for new generator. Existing 12� vent termination that is above the existing generator housing shall be routed through new equipment overhang wall described below. All existing wall or ceiling mounted items such as light fixtures, switches, Unistrut brackets, fire extinguishers, etc. shall be remounted onto new generator housing described below. Minor rerouting of electrical conduits may be necessary. � Foundation Foundation design for piers must be designed and stamped by a Professional Engineer. Foundation shall also meet the building manufacturer�s recommendations. Two soil samples for testing and design may be collected after a Notice to Proceed (NTP) is issued. All structural columns shall be anchored onto pier foundations with appropriate anchors per manufacturer�s specifications, and meet all state and local codes and regulations. Two compaction tests will be required prior to concrete placement. Locations will be determined by Government Representative. Compaction must meet or exceed 95% of maximum dry density. � Construction of Steel Equipment Overhang. A steel structure shall be designed and constructed to meet the following requirements: 55�L (east to west) x 39�W (north to south) Front eave height shall be 15 feet, maximum. Back eave height shall be 14 feet two inches, maximum; height established using a slope of 1/4 inch per foot. The west edge of the structure shall abut existing masonry/brick structure. The northern edge of the new structure must align in parallel with wall face on existing building. The interface along the roof edge and existing masonry wall must be sealed and watertight. Metal panels shall be installed on the exterior side of north wall (back) and east wall. Panels must cover the full height of the structure, but include a 1/2-inch gap along the bottom edge; exception- section on north wall for generator housing outlined below. Roof and wall panels shall be comprised of minimum 26 gauge, prefinished metal to match the color of the walls and roof of the metal building located near the construction site. Color and panel type shall be submitted to Government Representative for approval prior to installation. Trim, flashing, vertical fascia, and expansion joint covers shall match the color of the walls and roof of the adjacent metal building located near the construction site and approved by the Government Representative. A single hollow steel door with lock package shall be framed out and installed on north wall, adjacent to generator housing described below. Appropriate trim pieces shall be installed along the perimeter of door frame on the exterior of building. Design shall include a maximum of 2 columns within the south-facing eave opening; excludes columns that will be located on southeast and southwest corners. Column locations shall be positioned to provide two, 23� wide bays; minimum. The narrower bay shall be at the western end of the structure, in front of generator housing.� Roof shall be constructed of pro-panel and have a single pitch that diverts flows to the back wall (north edge). Anchor nuts and bolts within 10 feet of the front eave (south edge) shall receive a clear protective coating for corrosion prevention. A metal gutter system shall be installed along the north edge for the entire 55� length. Minimum gutter dimensions must be 7 ��x7 � �. Contractor shall ensure gutter is sloped to transport water toward the northeast corner. Metal gutter/downspout must extend down the north side of the structure and expel water onto a concrete splash block. Concrete splash block shall be surrounded with a 6� x 6� area of 2-6� rock that is minimum of 6 inches deep. Contractor shall ensure that area is graded for water to flow away from the structure. � Generator Housing An enclosure shall be constructed within the new structure at the northwest corner and will house all generator equipment. Approximate dimensions for enclosure are 8�W x 12�L. � Enclosure shall include a steel rollup door on east wall that satisfies the following requirements: Dimensions shall be 8 feet wide by 9 feet Color shall match metal panels of structure, or as approved by Government Representative Shall be suited for mounting to steel studs Shall include a reduced drive chain hoist Shall include a locking mechanism and be able to receive a padlock Shall include draft stops for top and sides Walls on exterior of enclosure shall be covered with metal panels that match new structure�s panels, and must extend from asphalt surface to ceiling. Type X, 5/8� sheetrock shall be installed on interior walls and must extend from concrete surface to ceiling. All piping or conduits that penetrate metal panel and sheetrock shall have appropriate grommets/escutchons to protect and/or electrically isolate from metal panels (i.e. split rubber grommets for electrical conduits). All existing wall or ceiling mounted items such as light fixtures, switches, Unistrut brackets, fire extinguishers, etc. shall be remounted onto new sheetrock. Any minor relocations of light fixtures, switches, etc. shall be approved by Government Representative. Corners and wall abutments shall include trim pieces to cover seams.�� Exhaust/vents for generator shall be extended up through the roof, and have an appropriate flashing/boot installed on penetration. Bottom edge of enclosure must be sealed with silicone sealant, or approved equivalent, on the north, east, and south walls.� Existing vent that penetrates existing brick wall, and into the envelope of new enclosure, shall be extended to route horizontally and out the north wall of new structure. Contractor must utilize the existing termination cap. Contractor shall reinstall vent louvers salvaged from demolition of existing housing. �Installation includes maintaining any electrical connections. Walls shall be framed with 16-gauge metal studs from concrete surface to ceiling. Bottom track shall be fastened to floor. Top track shall be fastened to ceiling/cross members. Metal studs shall have minimum dimensions of: 5-1/2� web, 2� flange, and 5/8� return. Walls shall include U-Channel (CRC) bridging to adequately stiffen studs for support of rollup door, vent louver, and metal panels. Lab Building Roof Replacement Contractor shall remove existing metal panel roof system. Approximate square footage is 1,300 square feet. Contractor shall remove and dispose existing swamp cooler. All electrical and water conduit/conductors/pipe/fittings shall be removed and properly terminated at their source. Contractor shall install new metal panel roof with materials identical to the new equipment shed described above. Contractor shall ensure that all proper flashings/storm collars are installed on existing vent penetrations. Administration Building Roof Repairs Contractor shall remove any caulking or compromised sealant where seal between TPO and metal edge if failing. Contractor shall install new stripping and appropriately terminate TPO membrane.
