Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The Environmental Protection Agency (EPA) is performing �market research� to identify the capabilities of firms that can provide strategic planning, comprehensive space analysis and design, and project management services for its Headquarters and nationwide facilities. EPA�s space is constantly upgraded and altered, the organizational structure of EPA continues to evolve, and its programs expand and contract, to continuously meet their mission requirements. Nationwide EPA occupies approximately 10 million square feet of space in approximately 170 facilities comprised of office buildings, laboratories, and storage facilities. EPA is headquartered in Washington, D.C., and has Regional Headquarters offices in the following locations: Region 1 � Boston, Massachusetts Region 2 � New York, New York Region 3 � Philadelphia, Pennsylvania Region 4 � Atlanta, Georgia Region 5 � Chicago, Illinois Region 6 � Dallas, Texas Region 7 � Lenexa, Kansas Region 8 � Denver, Colorado Region 9 � San Francisco, California Region 10 � Seattle, Washington The remaining EPA facilities and laboratories are located in over 100 cities nationwide. To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support the efforts delineated by the draft Performance Work Statement. Specific services required will be identified in individual task orders issued by the Contracting Officer and may include but are not limited to: A. Strategic Planning and Comprehensive Space Analysis B. Space Planning and Furniture Design C. Project Management D. Headquarters On-site Facilities Design and Management Services Required disciplines may vary by project (see attached draft Anticipated Labor Categories). The Contractor shall become knowledgeable about EPA�s facilities through existing documentation and, where necessary, through site visits and interviews with EPA staff. Facilities include all EPA laboratory facilities, and campus buildings, (i.e. data center, office buildings, warehouses, support buildings, and any other facilities that may be included on an EPA campus). Additional information relative to specific EPA projects to be performed under any resulting contract(s) is not available. An acquisition strategy has not been decided. EPA intends to award one or more contract vehicles (either multiple award IDIQ or BPA (under FAR Part 8)) under this requirement with a target effective date of September 3, 2021. Each contract vehicle is expected to have a five-year period of performance with a minimum order amount of $25,000.00 and a ceiling of $20,000,000.00. Orders issued against the multiple award IDIQ or BPA are anticipated to be Firm Fixed Price, Time and Materials or a combination of both. The applicable NAICS code is 541611 (Administrative Management and General Management Consulting) with a size standard of $16.5 million. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. A draft copy of the PWS is included as an attachment. Interested parties with the capability of providing any of the services described in the draft PWS posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft PWS by Task and Subtask (i.e. task A.1, A.2, etc) and Anticipated Labor Categories document, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capability statements information should include: Size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, if the contractor has a GSA contract (indicate if this requirement would fall under that contract) and GSA Contract number, point of contact, telephone number, email and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Capabilities Statements in response to this Sources Sought Synopsis MUST BE SUBMITTED VIA EMAIL to Angela Lower at lower.angela@epa.gov by October 5, 2020. Any questions regarding the content of this sources sought synopsis announcement must be submitted via email to lower.angela@epa.gov. In addition, all vendors must be registered in the System for Award Management (SAM). Registration may be completed, and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis.
