NONCOMPETITIVE COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS Title: NCATS Secure Scientific Platforms Environment �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 75N95020R00005 and the solicitation is issued as a request for proposals. This acquisition is for a commercial item or service and is conducted under the authority of FAR Part 12�Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS/ SOLICITATION TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.� The National Institutes of Health (NIH) intends to award a contract without providing for full and open competition to Palantir Technologies, Inc., 100 Hamilton Ave., Suite 300, Palo Alto, CA 94301. This acquisition is conducted as non-competitive for a commercial item. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted that produced no other sources capable of providing this Government requirement. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The full combined synopsis/solicitation stating all requirements of this acquisition is attached to this notice.
