- US Army Corps of Engineers, Sacramento District PANSPD-20-P-0000 001876 � Contracting Activity: US Army Corps of Engineers, Sacramento District, 1325 J St., Sacramento, CA 95814. Description of Action: Purchase of Acoustic Telemetry equipment and data processing to support our ongoing fisheries monitoring fish movement efforts. Procurement of Acoustic Telemetry equipment for monitoring fish movements. Description of Supplies/Services: � The equipment to be purchased is as follows: Thirty (30) Lithium batteries for VEMCO HR3 307 kHz Coded Acoustic Receivers Forty (40) VEMCO V3 307 kHz Transmitters (OPTIONAL PURCHASE) One (1) VEMCO VR100 � 300 Receiver One (1) VEMCO VHTa-307 kHz Transponding Hydrophone VEMCO Positioning System (VPS) data processing fee for two 69 kHz array deployments VEMCO HR3 data processing software and training Additionally, Environmental Resource Branch currently owns one VR-100 unit to be traded in, with a trade in value of approximately $1,881.25. The required hydro-acoustic equipment is necessary for implementation of two-dimensional telemetric monitoring of fish movement to support the development of a fish habitat planning model and green sturgeon Habitat Monitoring and Mitigation Plan (HMMP) for several Sacramento District Levee Protection Projects. The fish habitat model is being developed to support planning and design processes, as well as environmental compliance with terms and conditions of Biological Opinions from the National Marine Fisheries Service. For this purpose, the telemetry equipment requires the following features to meet project needs: The USACE has been utilizing VEMCO telemetry equipment for monitoring efforts conducted over the last ten years. We currently utilize primarily VEMCO VR2W 69 kHz and HR3 307 kHz receivers, and occasionally VR2W 180 kHz receivers. In order to maintain these receivers and continue our monitoring efforts, additional VEMCO acoustic transmitters and batteries must be purchased yearly. CLIN 0001 Est. OPTIONAL Year 4 purchase = $ Estimated TOTAL cost (BASE + 4 OPTION years) = $ Special Delivery Instructions: Due to uncertainty of operations because of COVID, fish may not be able to be tagged this year. The ordering of tags will be done on an as needed basis. Reason for Authority Cited: � The Sacramento District Planning Division, Environmental Resources Branch needs to collect monitoring data and develop planning models to support the Sacramento River Bank Protection Project, the WRDA16 Common Features Project, and the West Sacramento Project General Reevaluation Report. The monitoring requires equipment with specific technical specifications to accomplish the objectives for fish size and 2-dimensional and 3-dimensional tracking within the Sacramento River. This equipment will be used to track fish which are tagged by other agencies, and there are certain specifications of frequency and coding of the tags used by these agencies that are required of this equipment to achieve project objectives. Efforts to Obtain Competition: � Potential bidders must be able to supply goods and services compatible with VEMCO (INNOVASEA) equipment meeting the specifications for the projects. Some of this technology is patented and uniquely held by the manufacturer. Actions to Increase Competition and Remove or Overcome Barriers to Competition: � Beyond the limitations of access to patented technology, no other barriers have been identified. Competitors are responsible for developing their products to provide the types of equipment that will meet the needs of their customers.
