RLP 36C10F20R0112 ************************************************************************************************ NOTE: THIS SECTION IS USED FOR BOTH THE PRE-SOLICITATION NOTICE/ADVERTISEMENT AND THE RLP PROCUREMENT SUMMARY Advertisement VA Office of Construction and Facilities Management U.S. GOVERNMENT Department of Veterans Affairs (VA) seeks to lease the following space: State: CA City: San Diego Delineated Area: 10-mile radius from the UCSD Campus, intersection of Villa La Jolla Dr and Gilman Drive Minimum Sq. Ft ABOA: 21,752 Maximum Sq. Ft. ABOA: 23,752 Space Type: Office and clinical research Full Term: up to 20 years firm Additional Requirements: (1) Offered space must be located on no more than three contiguous floors. If the offered space is on two or more floors, a minimum of 1 passenger elevator and 1 combination (passenger/freight) elevator must be provided. (2) The following space configurations will not be considered: Space with atriums, extremely long or narrow runs of space (more than twice as long as wide), or irregularly shaped space configurations adversely affecting usage. (3) Offered space cannot be in the FEMA 100-year flood plain. (4) Offered space must be zoned for VA s intended use by the time initial offers are due. (5) Offered space will not be considered if located in close proximately to property with incompatible uses. (6) Offered space will not be considered if located in close proximity to residential or industrial areas. (7) Offered space must be easily assessable to multiple highways, which provide multiple routes of travel. (8) Structured parking under the space is not permissible. (9) Offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards per the terms of the solicitation for offers or request for proposals. (10) A fully serviced lease may be required. (11) Offered space must be compatible for VA s intended use. All submissions should include the following information: (1) Name of current owner. (2) Address or described location of building. (3) Location on map, demonstrating the building lies within the Delineated Area. (4) Description of ingress/egress to the building from a public right-of-way. (5) A statement as to whether the building lies within the Delineate Areas. (6) FEMA map evidencing floodplain status. (7) Site plan depicting the property boundaries, building, and parking. (8) A document indicating the type of zoning. ACTION: CHOOSE WHETHER OR NOT A FULLY SERVICED LEASE IS REQUIRED. ALSO CHOOSE 100 YEAR FLOODPLAIN UNLESS REQUIREMENT IS IDENTIFIED BY AGENCY AS A CRITICAL ACTION. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. CONSIDERATION OF NON-PRODUCTIVE AGENCY DOWNTIME IN A CBA SHOULD BE RARE. The U.S. Government currently occupies leased space for research conducted in conjunction with University of California, San Diego (UCSD). This space is located on the campus of UCSD in San Diego, CA. The Government intends to pursue a sole source acquisition. However, alternative space will be considered, if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Interested respondents may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their response to the advertisement.
