- WARD MOUNTAIN, LOP AND SCATTER FUELS TREATMENT 2020 The Bureau of Land Management (BLM), Nevada State Office has a requirement for Manuel Fuels Reduction of pinyon and juniper trees at four Units on lands managed by the BLM Ely Field Office. The project consists of furnishing all labor, equipment, supervision, transportation, supplies and materials to lop and scatter 3,355 acres (Units 1-4) of pinyon and/or juniper trees. There may be up to an additional 1,007 acres (Unit 5) indicated as an option item that would be awarded subject to available funding. A maximum of 4,362 acres would be treated under this contract. Leave areas and boundaries may be altered prior to implementation of the project to mitigate sensitive resource concerns that may reduce the acreage as indicated in the contract documents that will be included in the Solicitation when it is released. The project is located in White Pine County, Nevada. Service Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about August 26, 2020. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3920R0004, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310 Support Activities for Forestry - Fuels Management Services the size standard is $20.5M (per the SBA's Table of Small Business Size Standards). A Request for Proposal (RFP) solicitation package will be available electronically on or about Wednesday August 26, 2020 at www.fbo.gov. Proposals will be due no later than Friday September 11, 2020. Potential offerors are responsible for monitoring www.fbo.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. A site visit will not be held, It is recommended that potential bidders become familiar with access to and within the sites, the density of the trees to be cut and the trees to be left by unit, and the timing restrictions by unit. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. The primary Point of Contact is Mr. Martin R.
