- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N0024420Q0238 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 333132 with a small business size standard of 1,250.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit quotes. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2020-09-24 11:00:00.0 Eastern Time. This time supersedes the Offers Due Time listed above. FOB Destination shall be in the Statement of Work. The FLC - San Diego requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Bladder & Liner - A fuel rated rectangular bladder, 45 oz urethane material that has an internal baffling system both in the longitudinal & radial direction w/ a max capacity of 1500-1600 gallons. It must provide a 2� Sta-lok II cam-locks vent spark arrestor, and 2� Sta-lok II camlock inlet valve. It shall also provide a degradation marker to indicate the quality of the current fabric & weld strength. System will comply with fuel certification standards & be able to hold fuel. It shall also provide loose strap webbing w/stainless steel �O� rings for tie down interface. Product will also display lettering noting that the bladder is for Fuel Only. It will consist of a ground sheet made of the same material as the fuel bladder, 18oz PVC. It well act as the interface layer between the bladder & flatbed. Product will also be fuel rated & comply with fuel rating standards., 1, EA; LI 002: Bladder & Liner - A potable water rated rectangular bladder, 45 oz urethane material that has an internal baffling system both in the longitudinal & radial direction w/ a max capacity of 1500-1600 gallons. It must provide a 2� Sta-lok II cam-locks vent spark arrestor, and 2� Sta-lok II camlock inlet valve. It shall also provide a degradation marker to indicate the quality of the current fabric & weld strength. System will comply with normal potable water standards & be able to hold water. It shall also provide loose strap webbing w/stainless steel �O� rings for tie down interface. Product will also display lettering noting that the bladder is for Water Only.It will consist of a ground sheet made of the same material as the fuel bladder, 18oz PVC. It well act as the interface layer between the bladder & flatbed., 1, EA; LI 003: Bladder - It must provide a 2� cam-locks low profile vent spark arrestor with a pin & lanyard configuration, and 2� camlock inlet valve with a pin & lanyard configuration. Bladder should also have a designated stowage area for spark arrestor assembly, using Velcro/buckle securing assembly. It shall also provide a degradation marker to indicate the quality of the current fabric & weld strength. System will comply with fuel certification standards & be able to hold fuel. Bladder will also have top surface handles to help with installation. Fuel Bladder should be able to fit into a standard Quadcon (6�-10�H) configured container. Able to have a max capacity of 850 gallons of fuel. Product will also display lettering noting that the bladder is for Fuel Only., 4, EA; LI 004: Secondary Containment - Secondary Containment shall be made of 16 mil Urethane. Will consist of a Buckle Clip system to help secure containment liner onto an 850 gallons fuel bladder. Material will also be made of fuel rated material & comply with secondary containment standards for fuel., 8, EA; LI 005: Bladder - It must provide a 2� cam-locks low profile vent spark arrestor with a pin & lanyard configuration, and 2� camlock inlet valve also with a pin & lanyard configuration. Bladder should also have a designated stowage area for spark arrestor assembly, using Velcro/buckle securing assembly. It shall also provide a degradation marker to indicate the quality of the current fabric & weld strength. System will comply with standard potable water standards & be able to hold water. Bladder will also have top surface handles to help with installation. Fuel Bladder should be able to fit into a standard Quadcon (6�-10�H) configured container. Able to have a max capacity of 850 gallons. Product will also display lettering noting that the bladder is for Water Only., 4, EA; LI 006: Bladder - Shall provide a fuel rated bladder with a 3,750 gallon capacity. Will consist of a lateral 3� certified webbing w/ 5/8� safety shackles, 2� offload/fill port w/ ball valve assembly that will also be fuel compliant, a degradation marker to indicate the quality of the current fabric & weld strength, a 2� vent & spark arrestor w/ball valve that is fuel compliant, a ground sheet that is also fuel compliant that will act as the interface layer between floor & bladder, and product will also display lettering noting that the bladder is for Fuel Only., 4, EA; LI 007: Bulkhead - Shall provide a bulkhead assembly that fits with standard Quadcon dimensions. Structure shall be fabricated of steel & plywood. Dimensions shall be: 2.25"" x 55"" x 60"". Shall provide handles on front side bulkhead for ease of installation. Shall provide a tapered bottom to allow bulkhead to sit flush at the bottom of the container., 16, EA; LI 008: Bladder - Shall provide a potable water rated bladder with a 3,750 gallon capacity. Will consist of a lateral 3� certified webbing w/ 5/8� safety shackles, 2� offload/fill port w/ ball valve assembly that will also be fuel compliant, a degradation marker to indicate the quality of the current fabric & weld strength, a 2� vent & spark arrestor w/ball valve that is fuel compliant, a ground sheet that is also fuel compliant that will act as the interface layer between floor & bladder, and product will also display lettering noting that the bladder is for Water Only., 4, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, FLC - San Diego intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. FLC - San Diego is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes.
