- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, via a small business set aside, Maritime Intelligence Surveillance Reconnaissance (ISR) and Processing Exploitation and Dissemination (PED) Training for Royal Malaysian Navy (RMN) Unmanned Aircraft Systems (UAS) Operations for NETSAFA. The contractor shall provide in-country training for Maritime Intelligence Surveillance Reconnaissance (ISR) and Strategic and Tactical Processing Exploitation and Dissemination (PED) for Royal Malaysian Navy (RMN) ScanEagle Unmanned Aircraft Systems (UAS) operations. All work performed under this effort shall be for UAS Assessment. The assessments shall focus on identifying general UAS support requirements, capabilities, and Concept of Operations (CONOPS), as well as detailed reviews with pertinent Service Staff Program Managers on specific U.S. origin ScanEagle platforms. The contractor shall provide all necessary labor, supplies and equipment to provide a highly qualified team to provide a relevant and comprehensive two-week, fourteen day (ten working day), Maritime ISR and Strategic and Tactical Level PED for RMN ScanEagle UAS operations. Contractor will provide Maritime ISR and PED training on the Kota Kinabalu, Sepanggar Naval Base Malaysia. Contractor shall have in-depth knowledge of Sources of Intelligence, Maritime Threats, Maritime ISR, Strategic and Tactical PED, open source PED tools, models, and manual process, SeaVision, and the roles and responsibilities of an integrated ScanEagle operating team (e.g. Pilot in Charge, Mission Commander, and Intel Data Analysts). Anticipated Start Date is 1 September 2020. The actual training will be taught in English to the Royal Malaysian Navy (RMN) and Malaysian Armed Forces (MAF) students consisting of mid-grade officers and enlisted personnel. Malaysian Government counterparts will be available to provide translator services if needed. It is the intent of the Government to process this procurement under FAR Part 12 and FAR Part 13, and to ultimately award a single, firm fixed price purchase order as a result of the forthcoming solicitation. The Government anticipates that the resultant purchase order will be awarded on a best value basis. Evaluation factors will be provided in the solicitation. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil and http://www.beta.sam.gov in the May 2020 timeframe. The closing date for the receipt of offers will be set forth in the RFQ. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments thereto. The Government will not pay for the information received. All responsible sources may submit an emailed quote, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/portal/public/SAM/.
