- 70RSAT20RB0000002 is a Call under BAA HSHQDC-16-R-B00004. This Call is for Passenger Self-Screening Systems Development. This Call requires the submission of white papers. White papers and full proposals shall be submitted through the S&T BAA Portal: https://baa2.st.dhs.gov/ A copy of BAA HSHQDC-16-R-B0004 is also attached for reference. A signed company to company agreement dated in 2020 is required for white paper submissions to be in compliance. Questions should be submitted no later than 12:00 PM on August 5, 2020 as detailed in the BAA call. 8/11/20�- Amendment 1 provides changes to the Call and Statement of Work for TTA 1 marked in red text. Questions and Answers are provided in the last six pages of the amendment. 8/19/20 - Amendment 2 extends the due date for White Papers to 8/26/20 at 12 PM. Additional questions have been answered in the Questions and Answers document in the last seven pages of the amendment. 8/26/20- For white paper submissions, per section 8.6 of BAA HSHQDC-16-R-B0004, offerors are limited to 12 pages consisting of the following: -A one-page cover page (refer to paragraph 8.7 for details regarding cover page requirements); -Ten pages of technical content (refer to paragraph 8.7 for details regarding technical content requirements); and -A one-page quad chart (refer to paragraph 9.6 for quad chart format) In addition, the one page company to company agreement must be submitted as a 13th page and must be both fully executed by the offeror and Noblis as well as dated 2020. No agreements executed in prior years will be accepted. White papers failing to comply with the BAA requirements may be rejected without evaluation. 9/10/20 - Amendment 3 changes the notification of white paper evaluation results to September 11, 2020. 9/11/20 - White paper notifications have been sent. Please contact sasbaa_selfscreening@hq.dhs.gov if you submitted a white paper and you have not received a notification. The BAA portal will be open for proposal submissions after September 16, 2020. 9/22/2020 - General comments regarding the white paper submissions have been attached for informational purposes.
