Description

This is a notice of intent to award a sole source contract.� Pursuant to Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i). �Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice.� The 130th Airlift Wing intends to contract with Advantor Systems Corporation to furnish supplies and installation of an Advantor IG1 to IG2 alarm panel upgrade at the unit. Authority Cited - This action is authorized under the provisions of 10 USC 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, as only one responsible source and no other supplies or services will satisfy agency requirements. Reason for Authority Cited - The contractor, Advantor Systems Corporation, 12612 Challenger Pkwy Ste 300, Orlando, FL, 32826, is the only company that manufactures and installs the Advantor software and systems.� Current on-board systems at the 130th Airlift Wing are Advantor systems from previous contracts (W912L8-13-F-00140, W912L8-16-F-0065, W912L8-16-F-0077, et al.) and implementation of upgrades cannot be completed by third-party companies.� Any attempt to procure other equipment and installation of equipment other than Advantor would not only require proprietary information from Advantor, but also potentially cost additional time and money on the project. Further, any finalized procurement other than Advantor would most likely not be compatible with existing systems.� Additional resources would have to be utilized to integrate other, third-party equipment with the high potential of non-compatibility and failure of the system to be utilized in conjunction with current on-board Advantor systems. Finally, any use of third party equipment/systems would void the service agreement between National Guard Bureau and Advantor, utilized to review and maintain systems. The upgrade is under Advantor�s GSA contract number GS-07F-039DA.
