Notice of Intent NOTICE OF INTENT TO SOLE SOURCE: The Department of Veterans Affairs Network Contracting Office 6, 100 Emancipation Drive, Hampton, VA 23667, intends to award a sole source Firm-Fixed-Price purchase order to Mahaffey Tents & Awning Company,4161 Delp St. Memphis, TN 38118 for the Richmond VAMC, 1201 Broad Rock Blvd, Richmond, VA 23249 is in immediate need for a Temporary Structure to expand waiting room space for COVID-19 Overflow. This request will be for a Base + (1) option year period of performance of 09/25/2020 9/24/2022. This contract action is for items for which the Government intends to solicit from only one source under the authority of FAR 13.106-1(b), Soliciting from a Single Source. The North American Industry Classification System (NAICS) for this requirement is 311991 with a small business size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting such information by 12:00 NOON, EST, on Friday, September 25, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Medical Center 1201 Broad Rock Blvd. Richmond, Virginia 23249 SCOPE OF WORK Project # Temporary Structure for COVID-19 Overflow -- Project Scope -- GENERAL: The contractor shall supply all labor, materials and supervision necessary to install a temporary hard-sided fabric structure that is 10M wide x 20M long on 2.5M uprights between the Emergency Room Entrance and Parking Garage. The structure will include the following; (3) Steel double doors, (3) Exit Signs, (3) Fire extinguishers, (2) Overhead LED lights, (1) 25-ton HVAC, (2153) square feet of expo deck flooring, (12) Insulated Steel Panels temporary hard-sided. This structure is for temporary waiting and screening area needed to provide the required social distancing standards require need for the anticipated influx of patients during cold and flu season and beyond. SCOPE OF WORK: Furnish all labor, material, supervision and equipment as required in accordance with the drawings, specifications and this SOW to install a temporary structure between the emergency room entrance and parking garage. Period of Performance: 365 days with optional one-year extension on lease of temporary structure. Additional Notes: Contractor shall field verify all measurements, material quantities, and site conditions prior to submitting a bid. Contractor shall store all materials offsite and only bring materials to be installed the same day to the project site. Contractor shall coordinate delivery, storage, and handling of all materials with the COR to designated prepared areas to minimize site storage time, impact to the hospital, and potential damage to stored materials, unless project has a specified lay dawn area. Contractor shall protect all existing equipment, utilities, structures, etc. to remain. When the space is turned over to the contractor, the contractor will be responsible for repairing all damage within the construction site. If any damage is noticed prior to starting work that may be misconstrued as damage caused by the contractor, the COR shall be notified immediately, and the damage documented as existing prior to beginning installation and removal of temporary structure.
