Description
This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability, capability and interest of small business firms for a potential small business category set-aside. No solicitation, specifications, or drawings are available at this time as this is solely for market research. Therefore, please do not request such documentation as such requests will go unanswered. If the conditions at FAR 19.502-2(b) are met, the contracting officer shall set aside the acquisition for small business concerns. If set-aside, FAR 52.219-14 requires that for general construction the small business contractor will self-perform at least 15% of the cost of the contract, not including the cost of materials. Accordingly, potential offerors having the interest, skill, capabilities, workload capacity and bonding necessary to complete the described requirement (either through self-performance and/or the managing of subcontractors) are invited to provide feedback via email to Mr. Uriel Ramirez at Uriel.Ramirez@USACE.Army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The purpose of this NOTICE is to obtain a snapshot of current market capabilities, industry interest and to gain knowledge of potential small business sources to include small businesses in the following categories: Disadvantaged Small Business, Certified HUB Zone, Service-Disabled Veteran-Owned Small Business, and Woman Owned Small Business, for a prospective Design-Build of a 2MW Photovoltaic and Microgrid at Beale Air Force Base, CA. The capabilities will be evaluated solely for the market research purposes. Contractors� capabilities will be evaluated solely for the purpose of determining an appropriate acquisition strategy to include whether this prospective action is appropriate to be set-aside for the small business community or should proceed as an unrestricted full and open acquisition. Other than small business may respond to this NOTICE in the event that the market does not indicate the conditions at FAR 19.502-2(b) are met. However, preferencPe will be afforded to the small business categories as listed above. This requirement is planned for solicited in the Winter of 2020 as W91238-21-R-0004 In accordance with DFARS 236.204, the estimated value of the resulting contract is expected to be between $10 million and $25 million. The contract type is expected to be Firm-Fixed Price where it must be completed and functional no later than 730 days after the Notice to Proceed, no later than 01 Jan 2025.� The NAICS Code is 221114 (Solar Electric Power Generation) the size standard is $39.5 million, and the Product Supply Code is 6117 (Solar Electric Power Systems). PROJECT DESCRIPTION: Design and construct 1.5MW AC minimum (base bid) Ground Mounted Solar PV Array at Beale Air Force Base, CA, in accordance with the criteria contained herein and using industry standard materials and efficient practices. The objective of this contract is to design and construct the required PV Array as described in this document to meet the operational requirements of the Air Force and Global Hawk. The Contractor shall provide all labor, equipment and material to perform the design and construct the complete, operational facility. Design and install Microgrid with 1MW/4MWH battery storage at Beale Air Force Base, CA, in accordance with the criteria contained herein and using industry standard materials and efficient practices. The objective of this contract is to design and install the required Microgrid system as described in this document to meet the operational requirements of the Air Force and Global Hawk. The Contractor shall provide all labor, equipment and material to perform the design and construct the complete, operational facility. CURRENT SITUATION: Beale is home to Global Hawk (GH) Mission, which requires 24/7/365 access to power. It is located by the flight line with primary power source from circuit D9 fed from Doolittle substation. The substation is served radially from Grass Valley 72. There is a total of approximately 6 miles of 60 kV wood pole line comprised of the following: a) Approximately 3 miles of 60 kV wood pole line from grass valley to green pole 60-58; b) approximately .4 miles from corner pole 60-58 to corner pole 60-65 on C street; c) Approximately 3 miles from corner pole 60-65 to Doolittle Substation. The substation is composed of (2) 15 kV switchgear lineups fed from (2) 67/12.47 kV, 5/6.25 MVA; ONAN/ONAF +/-10% step LTC�s. Transformers are Delta-Star Grounded with 5 no Load Taps; and tap set at center (63.4kV to 12.47kV), one transformer serves D5, D6, D7 and D8 and second transformer serves D9 and a Spare VCB breaker. The GH campus MCE PAD is on Feeder D9. Refer to E-101 for existing one line diagram. CAPABILITY STATEMENT: The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors� project execution capabilities. All types of businesses, large and small, are encouraged to respond to this notice. Offeror's Joint Venture information if applicable - existing and potential. Offeror's Bonding Capability in the form of a letter from Surety. The Capabilities Statement submitted in response to this sources sought will not considered an offer (proposal) or a bid for any future Request for Proposal or Invitation for Bid.
