- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561520Q0070 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees and the PSC is 6630. The Department of Agriculture (ARS) has the need for the following products: 001) Universal Extractor Systems Scope of Work: The UDSA-ARS National Center for Agricultural Utilization Research in Peoria, IL is seeking quotes for two (2) new BUCHI Universal Extractor E-800 Standard / LSV (Large Sample Volumes) Systems (Part #�s 11SE800L13002) with standard care and instillation. Background: Scientists in the Functional Foods Research Unit have a requirement for the devices in question to further their research at the NCAUR facility.� It is our determination that this device from Buchi is unavailable on GSA Contract.� Quotes are provided for reference from Open Market vendors for this laboratory device. Technical Requirements:� The requirement is for two (2) BUCHI Universal Extractor E-800 Standard / LSV (Large Sample Volumes) Systems (Part #�s 11SE800L13002) with the following specifications: Extractor must have six extraction positions for individual process control and simultaneous operation of different extraction methods, Multiple extractions must be able to be executed in parallel, Extraction methods to include: Soxhlet, Soxhlet Warm, Hot Extraction, Continuous Flow, Twisselmann Sample volumes: both 130/220 mL Thimble sizes: inner diameter by length [ID � L, mm] 25 � 150; 33 � 150 / 33 x 150; 43 � 150 Solvents used: Water, organic solvents Unit must control temperature (temperature control) of heat sensitive analytes during all process steps, Must incorporate a Large Sample Volume (LSV) glass assembly to expand the sample volume used to the extraction, Must have rapid and equal heating for high boiling solvents, Must allow for a variable sample size with a large extraction chamber and beaker, Solvent recovery must be >�90�%, Unit must allow for full visibility 110VAC Key Deliverables: 1) Two (2) BUCHI Universal Extractor E-800 Standard / LSV (Large Sample Volumes) Systems (Part #�s 11SE800L13002) 2) Two (2) Buchi Standard Care Service Contracts, Extraction Unit B-811 LSV (Part #�s 34004573) - service for each system 3) Two (2) Buchi Start Installation Services, Extraction Unit B-811/811 (Part #�s 34004548) � installation of each system 4) Shipping to 1815 N University St., Peoria, IL 61604 Delivery: Delivery is expected to the National Center for Agricultural Utilization Research at 1815 North University Street, Peoria, IL 61604 within 30 days ARO, or as negotiated. Freight drivers must comply with COVID-19 pandemic guidelines to include the wearing of face masks and maintaining 6-foot social distancing. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Peoria, IL and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF-18 to�aaron.dimeo@usda.gov by no later than�Wednesday, September 30, 2020 at 10:00 AM Central Standard Time. Questions in regards to this RFQ must be submitted through email and are due no later than�3:00 PM CST on Friday, September 25, 2020. Answers to any questions received by that time will be�posted as an amendment to this combined RFQ.
