Description
The proposed effort is only available from AAI Corporation (dba Textron Systems), 124 Industry Ln., Hunt Valley, MD 21030-3342 under the authority of Other than Full and Open Competition, 10 USC 2304 (c) (1) as implemented by FAR subpart 6.302-1 (a) (2), Only One or a Limited Number of Responsible Sources and no Other Type or Services will Satisfy Agency Requirements. It is anticipated that this requirement will be for an Indefinite Delivery Indefinite Quantity (IDIQ) follow-on Firm Fixed Price (Hardware) / Cost Plus Fixed Fee (Contractor Logistics Support � CLS) contract to the current contract W58RGZ-17-D-0006. ACC-Redstone proposes to acquire up to 100 each One System Remote Video Terminals (OSRVTs) and up to 100 each Soldier Portable OSRVTs (SPOTs) with range pricing, and CLS for each year. The estimated Base Period of Performance (PoP) will be 12 months after contract award to cover FY 21. Anticipate two (2) one year Option Periods.� If exercised, Option 1 is expected to commence 24 months after contract award and Option 2 is expected to commence 36 months after contact award.� The OSRVT is a remote video, radio frequency-based, line of sight (LOS) multi-band system.� It allows for multiple configurations for integration into specific platforms and Soldier systems � aircraft, ground vehicles, and dismounted equipment.� Hardware and Services applicable to this pre-solicitation are (1) OSRVT systems, (ROVER radio and antenna sub-components will be provided as Government Furnished Equipment (GFE) and integrated into a fieldable OSRVT system), (2) SPOT systems, a smaller version of the OSRVT used by the individual warfighter to provide near real time surveillance imagery for immediate reaction to threats or assist in identifying friendly units, (3) Contractor Logistics Support Services both within the Contiguous United States (CONUS), Outside Contiguous United States (OCONUS), and the Commonwealth of Australia (CoA). A single contract will be awarded for these requirements.� Potential responders must be able to maintain interoperability with the Unmanned Aircraft Systems (UAS) Ground Control Stations, Army Unmanned Aircraft Systems, and Army Aviation platforms. � The U.S. Government does not have a procurement level technical data package (TDP), and these items are not provisioned in the Army Supply System.� AAI Corporation dba Textron Systems, 124 Industry Lane, Hunt Valley, MD 21030-3342, CAGE Code 97384, large business is the sole source provider and original equipment manufacturer for the OSRVT and SPOT systems.� Textron Systems possesses the required skills, knowledge, ongoing production line and proprietary data required to deliver the OSRVT and SPOT systems. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to the requirement or submitting a proposal. All proposals received by the response date will be considered by the Government. However, a determination by the Government to not compete the proposal contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
