- Description
- The Naval Supply Systems Command (NAVSUP) has identified gaps in our application hosting that need to be addressed: the lack of effective Application Monitoring (APM) & End User Monitoring (EUM). We experience performance and availability issues with some of our Enterprise services that are difficult to diagnose because of the complexity of the design and sporadic nature of the occurrences. An APM/EUM tool that can provide insights into each user at the transaction level which would go a long way toward locating the root cause of these problems and for gauging the overall user experience in a more realistic fashion. The Government is looking for APM & EUM solutions that meet the minimum requirements listed below. Department of Defense Common Access Card (CAC)/Public Key Encryption certificate (PKE/PKI) authentication support. Ideally via a reverse proxy, third party single sign on configuration. Robust Roles Based Access Control (RBAC) capability out-of-the-box, ideally compatible with Lightweight Directory Access Protocol (LDAP) directory servers. Ability to establish different roles to different teams with varying levels of access and views. Fast deployment via quick and fast agent installs. We seek auto discovery of an application environment and topology. Leverage industry standard communication ports and protocols such as HTTPS. Intelligent Business transaction auto discovery we require the ability to track and view all aspects of the user business transaction from initial browser click to database transaction and back. We request insights into the communication path which may include network path, database transactions and code that was executing. We need support for synchronous, asynchronous and multi-threaded business transactions. Support for micro services architectures is a bonus. Learning - Automatically discover and learn the normal behavior of each business transaction Event handling automatically take appropriate action (example, send forward even to a third party system) as defined for events that deviate from expectation. Adjustability to fine tune event handling. Notifications automatically notify appropriate stakeholders when deviations from expectation occur. Intelligently prevent floods of notifications or false event notifications. Adjustability to fine tune notification handling. Performance monitoring of all web and client server based aspects of an application environment including: browser & native mobile, application servers (example, Java, .NET, PHP, Node.js, Python, C/C++), OS level (Linux, Windows, etc.), Database (Oracle, MS SQL Server, Sybase), various containerization technologies (example, Docker) Does not have to be installed on End User machines. Historical tracking and playback provide the ability to turn back the calendar to any event that has previously occurred and recreate the operational state of the environment at that moment in time across the entire business transaction and monitored environment. We request the ability to playback such historical events to analyze environmental behavior at various times within transactions. Dash boarding and analytical reporting provide easy to consume dashboards and reports of current and historical activity within the monitored environment. Adaptability automatically baseline environmental changes with little to no manual intervention. Low overhead We require very little impact of this solution to work in our all of our environments. Low maintenance We require a solution that can auto-map and auto-baseline our application environment so that no manual intervention is required. Scalability Support for hundreds of servers reporting into a single controller without requiring a dedicated management network. Broad network support: Support for tracking and monitoring across multiple on premise networks and multiple cloud networks. Ability to draw all data back to a central reporting and analytical repository to create a holistic view of all transactional activity. Can determine performance and availability of monitored application from the perspective of the overall service, and end user communities. (For example: perhaps only some end user communities or enclaves are experiencing a problem.) Code-level Visibility - provide context around root cause data by providing class and method-level visibility to problematic code, without requiring any code changes itself. Information Assurance friendly we desire a tool that has already successfully been through a full Risk Management Framework (RMF) Authority to Operate (ATO) process. If you have an APM & EUM solutions that meets the minimum requirements listed above, please submit a no more than three- page Word document that addresses the suggested offerings ability to meet each of the minimum requirements listed above. Submission shall be sent via email to Jennifer.N.Jones3@navy.mil no later than 5:00 pm ET on September 21, 2020.
