THERE IS NO SOLICITATION PACKAGE AVAILABLE. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) Lakehurst, NJ in conducting market research of industry to identify if there are alternate sources to meet the needs of the United States Navy (USN) for the procurement of an EcoPower Engine Wash System and its accessories to meet the requirement for washing the CFM56-7B engines on the P-8A Poseidon Aircraft for the USN. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with EcoServices, LLC, Wethersfield, CT for the required EcoPower Engine Wash System. EcoServices, LLC designed the EcoPower Engine Wash System at their own expense and it has been demonstrated and evaluated to meet specifications for maintenance of the P-8A CFM56-7B engines. The EcoPower Engine Wash System is also being evaluated by the Navy Environmental Sustainability Development to Integration group for use on other USN platforms and may become a common piece of engine wash support equipment. EcoServices, LLC owns all proprietary rights to the engineering data and detailed product drawings. EcoServices, LLC is the only manufacturer with the unique technical expertise to supply these items and has no authorized distributors. The Government does not own the technical data rights for the existing configuration. The Engine Wash System for the P-8A shall: 1. Be compatible with the CFM56-7B engine installed on the 737-derivative P-8A aircraft. 2. Filter/treat potable water and produce water with the following properties: pH between 6.0 and 8.0, Total Dissolved Solids (TDS) concentration less than 100 ppm, and Sodium + Potassium concentration less than 25 ppm. 3. Have the ability to pump, filter, and reuse the engine wash effluent that is captured in a separate engine effluent containment system. 4. Include a pressure-washing wand capable of spot cleaning accessible engine and aircraft components. 5. Atomize the water injected into the engine to ensure maximum water penetration throughout the compressor. 6. Be able to heat the water to 70 C. 7. Supply regulated clean dry air or nitrogen between 20 and 100 psi for a minimum of 10 seconds. 8. Be able to be maneuvered manually by two or fewer persons. The system shall also be able to be towed by a vehicle with a pintle hook. 9. Contain a parking brake. 10. Operate on external electrical power or using an onboard generator compatible with JP-8 fuel. 11. Have a display or sight glass to indicate the remaining water level and fuel level (if applicable). 12. Be able to be lifted with a forklift and have dedicated tie down points for shipping. 13. Be capable of holding a minimum of 60 gallons of water. 14. Allow for the addition of Isopropyl Alcohol or Ethylene Glycol to the water holding tank for cold weather operations. 15. Have an emergency shutdown switch. 16. Have a safeguard to protect against heating an empty water tank.
