- The US Army Corps of Engineers, Walla Walla District is seeking interested business sources for a construction project entitled: Lower Monumental Unit 2 Hub Seal Repairs. The construction will occur at Lower Monumental Dam in Franklin County, Washington. �This will be a firm-fixed-price construction contract.� The magnitude of construction is estimated to be between $250,000 and $500,000. 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $39.5 million. This sources-sought notice is a tool to identify businesses with the interest in and capability to accomplish the work. Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation. Responses to this sources sought notice should include the following information:� 1.� A list of at least two (2), no more than five (5), project examples demonstrating relevant experience in pre-disassembly operational tests and measurements, hydraulic Kaplan turbine unit disassembly, and turbine runner rehabilitations described in in the Summary Scope of Work. Submitted projects must be similar in price to the magnitude stated above. a.� For each project submitted, provide a brief narrative statement of the work involved, how it relates to the described herein and your firm�s role in the project, the dollar value, and the completion date. b.� Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2.� A reference list for each of the projects submitted in 1) above.� Include the name, title, phone number, and email address for each reference. 3.� A statement of your firm's ability to self-perform a majority of the project (50% or more).� If subcontracting, state what percentage overall will be sub-contracted and what portions of the work would be subcontracted. 4.� Provide a statement of your firm�s business size status (Large, Small, HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regard to the NAICS code listed above.� 5.� Provide a statement that your firm intends to submit an offer on the project when it is advertised. 6.� Provide a statement of your firm�s bonding capacity.� A statement from your surety is NOT required. 7.� Cage Code and DUNS number. This sources sought notice is for market research and planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. No reimbursement will be made for any costs associated with providing information in response to this notice. Respondents will not be notified of the results of the market analysis and debriefings will not be available. Summary of Scope of Work: Lower Monumental Main Unit 2 Kaplan turbine runner was hydraulically fixed in September 2017, as the turbine was found to be leaking oil. The unit is currently operational in a fixed condition, however a timely fix to the leak is crucial to minimize corrosion damage to the internal hub components. The Lower Monumental Main Unit 2 is a vertical hydroelectric turbine-driven generating unit, with the generator manufactured by General Electric and rated at 142,105 kVA. The turbine runner is a 6-blade Kaplan-type rated at 212,400 horsepower (90 rpm), manufactured by Baldwin-Lima-Hamilton. This scope of work is to repair the leak found at the turbine shaft to hub flange location. It was determined that the o-ring between the top of the Kaplan hub and the shaft lower flange is the location of the leak. In lieu of replacing the failed o-ring (requiring unit disassembly), the scope of work is to contain leakage by sealing the outer diameter of the shaft flange where it meets the hub. It will also include welded caps for each coupling bolt, and piping at the shaft jacking bolts to contain leaking within the flange face and routing it back to the static oil head.� Following repairs to the Unit 2 leak, commissioning support will be required in bringing Unit 2 back to Kaplan.
