REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although ""proposal"" and ""offeror"" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of acquiring information on Counter Unmanned Aerial System Capabilities. Pursuant to FAR 15.2, this notice is being issued as a Request for Information.� Any questions concerning this posting should be sent to the Contracts POC: Miroslaw Chodaba, US Army Contracting Command-Redstone, CCAM-RDB, Redstone Arsenal, AL via email at miroslaw.chodaba.civ@mail.mil . This is a REQUEST FOR INFORMATION (RFI).� The US Army Combat Capabilities Development Command (CCDC) Aviation and Missile Center (AVMC) is currently conducting market research only.� No award is intended as a result of this synopsis nor does the Government intend to pay for information received.� Responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract.� RFI Responses will only be accepted from United States Companies and Organizations. Foreign Participation is not authorized for this effort. � The future Army aviation environment will include a variety of unmanned air vehicles that enable the use of novel off-board survivability payloads, including sensors, countermeasures, and other techniques.� These payloads will work cooperatively with traditional sensor and countermeasure systems to enhance the overall survivability of manned platforms.� The Army Combat Capabilities Development Command (CCDC) Aviation and Missile Center (AvMC) is conducting market research on candidate payloads of this type to inform ongoing studies and planning for future S&T projects in this area.� This RFI is intended to identify novel technologies and other enablers that are candidates for further investment and development in order to provide the desired capability for Army aviation.� The focus of this RFI is on technologies that are TRL 5 or higher and can be matured to an operational capability in 3-4 years with appropriate investment.� Particular interest exists in capabilities that may have been developed for other services or platforms but that can be transitioned to the Army aviation environment.� Additional details about the desired capabilities are contained in a classified appendix that will be provided to eligible respondents upon request. All eligible respondents possessing appropriate security clearances are encouraged to attend an industry engagement meeting to this RFI that is scheduled for 6-7 October 2020 in Arlington, VA.� This industry day will include a detailed briefing from government representatives on the objectives for this capability followed by a question and answer period.� The plenary session will be followed by the opportunity for one-on-one meetings between industry and the government to discuss the responses submitted by each participant in more detail and answer any questions that relate to contractor proprietary data.� Based on the RFI submissions and the discussions during the industry engagement meeting, the government may elect to hold additional discussions or solicit other inputs from selected offerors in appropriate forums to obtain relevant data. A classified appendix that contains more detailed information on this RFI will be provided to eligible respondents.� Interested parties should send an email to Kevin Kee, kevin.m.kee.civ@mail.mil, with the subject line� Off-Board Survivability RFI Classified Appendix� and provide the following information: company name, CAGE code, physical address, POC (name, email, phone), and available method for receiving the appendix.� SIPRNET email is the preferred method for transmitting the classified appendix if available, but it will also be provided via mail or other networks if SIPRNET is not available.� Recipients are responsible for protecting the appendix in accordance with NISPOM and DCSA regulations and shall not distribute it to other organizations or anyone within the company that does not have a need to know. Responses to this RFI shall be provided in quad chart format using a separate quad chart submitted for each payload technology or other enabler.� Quad charts may be submitted in a format selected by the respondent but should include an OV-1 illustration of the concept, technical description of the capability, intended concept of operations/employment and discussion of how the capability addresses specific threat types/classes, and programmatic details (TRL, existing sponsors / prior testing, expected cost, etc.).� If desired by the respondent, each quad chart can be accompanied by no more than one page of technical narrative to clarify any details.� Responses to this RFI should be submitted by 29 September 2020 via appropriate channels depending on the classification level of the response.� Unclassified inputs should be submitted via email to Kevin Kee at kevin.m.kee.civ@mail.mil.� The preferred submission method for classified inputs is via SIPRNET to Kevin Kee, kevin.m.kee.civ@mail.smil.mil.� If SIPRNET is not available or is otherwise not suitable for your response, please send an email to kevin.m.kee.civ@mail.mil, and the government will coordinate an appropriate alternative. An industry engagement meeting will be held in Arlington, VA on 6-7 October 2020 in accordance with the details above (note that one-on-one meetings may be scheduled for either 7 October depending on the number of requests).� Attendance will be limited due to coronavirus-related restrictions.� Respondents interested in attending should send an email to Kevin Kee with subject line �Industry Engagement RSVP� NLT 25 September 2020 that contains the name, phone number, and email for up to 2 attendees for this meeting and indicates whether a one-on-one meeting time is desired.� Each attendee must be a US Citizen possessing at least a SECRET level clearance.� All parties submitting RSVPs by the deadline will receive a confirmation email that contains their one-on-one timeslot as well as information about the meeting location, coronavirus procedures, and submitting visit requests.� Any questions concerning the industry engagement meeting should be directed via email to Kevin Kee. The Government requests that the Respondents deliver one electronic copy via email within 28 days of RFI release, or No Later Than (NLT) 1500 hours (CST), 29 September 2020 for each submittal. All submissions should include RFI Solicitation Number W31P4Q-20-R-0075 and company CAGE code and DUNS number.� All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207.�� All responses must be submitted as described above.� Unclassified responses will be received via mail.
