- The US Army Contracting Command (ACC) � New Jersey, Picatinny Arsenal, New Jersey 07806-5000 is conducting a Market Survey on behalf of the U.S Army Product Director for Demilitarization (PD Demil) for research, development, and engineering services in support of the Department of Defense for studying, developing and improving conventional ammunition and energetic material demilitarization (demil) and disposal capabilities, technologies, procedures, and processes primarily for implementation on US Government owned facilities for operation by US Government personnel.� PD Demil is seeking sources for the research and development of technology and processes for the demilitarization and disposal of ammunition and items containing energetic materials (e.g. explosives, pyrotechnics, and propellants) to be implemented primarily at US Government owned installations and operated by the US Government.� This need is focused primarily on the US DoD stockpile of obsolete, excess, and unserviceable �conventional ammunition�, defined in DoDI 5160.65, Single Manager for Conventional Ammunition (SMCA), which includes items such as small through large caliber small through large caliber ammunition, tank ammunition, mortars, artillery projectiles, landmines, grenades, demolition material, cluster bombs, pyrotechnics, smokes, riot control, bombs, missiles, rockets, torpedoes, and depth charges.� In addition to conventional ammunition, demilitarization and disposal technology and processes might also be required for other energetic containing items or materials such as �non-standard� ammunition (i.e. ammunition from other countries), ammunition prototypes from research and development activity, off specification items or waste material from production processes, energetically contaminated material, items from Other Government Agencies, and commercial products.� Munitions representing nuclear, chemical or biological weapons are NOT included in this capability requirement.� The technologies/processes must accomplish the following basic functions: (1) render the ammunition/materials unusable for their originally intended purpose (i.e. �demilitarization�), (2) dispose of all by-products in compliance with environmental regulation, and (3) eliminate all explosive hazards.� The technology/process must operate safely and cost effectively in a production environment using depot labor skills and considering reliability, availability, and maintainability.� Interested companies must have the capability to conduct the full range of research and development including laboratory, bench, prototype, pilot, and full production systems across the full range of technology readiness levels (i.e. technology maturity).� It is critical that companies be able to provide a broad spectrum of technology solutions to meet the very diverse needs of demilitarization for the full range of munition items in the demilitarization stockpile.� Flexibility and willingness to investigate and explore new technical approaches is critical (e.g. not restricted to a limited product line).� Companies must also be willing to explore and pursue both commercially available or adaptable technologies as well as innovative, novel, or new concepts. Performance-based Task Orders are anticipated in the following areas: Requirements analysis, analysis of alternative solutions, and business case analysis. Laboratory research and development including basic and applied research. Bench, prototype, and/or pilot scale development, testing and demonstration. Design, engineering, procurement, fabrication, installation, commissioning, testing, and production prove out of full scale production systems. Evaluation and analysis of existing processes and equipment and implementation of value added process improvements. Process modeling, simulations, and analysis including mass and energy balances, process flow analysis, thermal/chemical reaction dynamics, detonation dynamics and stress analysis, industrial work flow analysis Safety compliance and engineering; hazards analysis; blast analysis and protective structure design; site drawings to support safety site plans; Environmental compliance strategies including air, water, and solid waste; environmental permitting, documentation, testing, sampling and analysis; Reliability and maintainability engineering and analysis; Quality management and engineering; Training of operations and maintenance personnel both classroom and on the job; Preparation of technical, design configuration, and operations documentation. All interested companies must be able to perform all of the above capabilities, either in house or through teaming or subcontracting arrangements.� Due to the broad nature of this requirement, a strong sub-contracting plan and/or teaming arrangement is anticipated.� The Government is contemplating awarding a five year indefinite delivery, indefinite quantity (IDIQ) task order contract for the above services.� The Government reserves the right to make multiple awards or one award to a prime contractor.� The anticipated contract types are a combination of Firm Fixed Price and Cost Plus Fixed Fee, depending on the nature of individual task orders. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by providing the following information: Company information: name, address, country represented, website, point of contact and phone number Business category (small/large, disadvantaged and type, etc.) and CAGE Code / DUNS Number. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. If you are a Small Business, provide an explanation of your company�s ability to perform at least 50% of the tasking described in a-l above. Your interest in and rational for either a single award prime contracting arrangement or multiple award arrangement where each task order is competed. Description of your existing capabilities relevant to this requirement including personnel, equipment, and facilities.� Identification of new capabilities required to meet this requirement and time required to achieve full capability. Provide a description of the existing partnerships, teaming, or subcontracting relationships that would be utilized to fulfill this requirement. Provide examples of past work relevant to this requirement including work conducted, capabilities and services provided, contract number(s), period of performance, agency/company supported, and work location.� Capability and strategy to provide a very broad spectrum of technology options and solutions without being limited to a narrow range of products.� Impacts of COVID-19 to the stated capabilities and future operations.� State whether or not a DCAA approved accounting system is in place for Cost Type Contracts. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a contract of this nature. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
