- General Information: This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. The Virginia National Guard is issuing this Request for Quote (RFQ) with the intention to procure 29th Infantry Division Band Regalia and Tab on a competitive basis.� Vendors are not required to quote all line items.� Attached are The Institute of Heraldry (TIOH) approved�color artwork for band regalia of the mace, marching banner, baldric�and the description and symbolism.�This procurement is being issued unrestricted under NAICS code 315210; (Cut and Sew Apparel) and Product Service Code (PSC) 8455; Badges and Insignia. This solicitation is unrestricted. The Virginia Army National Guard (VAARNG) requires the following items: CLIN 0001 MACE: QTY 1 (see attachment for specifications)� Military Pattern Drum Major�s Staff, Hall Marked Sterling Silver: head, steel spun and polished. The title deep-cut engraved �TWENTY-NINE INFANTRY DIVISION� around the title band. The dome shaped head featuring 5 campaign ribbons inscribed with TIOH approved credits, each on a Sterling silver plate, cut to shape and fitted to the trumpet section facing forwards, at the base of the head are two deep engraved �taeguk� symbols with decorative palm lead in-between. The dome of the head is fitted with a 2 dimensional interpretation of the authorized shoulder sleeve insignia, encircled by decorative palms, symbolizing Pacific service. CLIN 0002 Marching Banner: QTY 1 (see attachment for specifications) Marching Banner, 84 inch x 36 inch, consisting of Blue Poly cotton banner, �Virginia Army National Guard; Roanoke, Virginia� appliqued in silver knitted polyester. 4 white text panels with Yellow borders and lettering in blue, printed and appliqued; text panels �Normandy�; �Rhineland�; �Northern France�; �Central Europe�. Panel in red with yellow border, �Beaches of Normandy�. Central Badge digitally printed and appliqued with scroll above and lettering �TWENTY-NINTH ARMY BAND� Banner is double thickness, with a plain blue polycotton backing, hemmed all around, sleeved across the top, secondary sleeve across the back, gold silk fringing across the bottom. CLIN 0003 Baldric: QTY 1 (see attachment for specifications) Drum Major�s sash Fully embroidered in hand by gold and silver bullion and colored silks.The 29th Division authorized shoulder sleeve insignia of a �taeguk� of blue and grey, edged in green thread, below a 4 bar title scroll in cloth of gold and gold wire returns, inscribed with �29th INFANTRY DIVISION BAND� in dark blue thread. Beneath the �taeguk� are 5 World War Two, European-African-Middle Eastern Theatre ribbons inscribed with TIOH approved honors in gold wire. At the base of the sash is a five pointed star in silver wire reflecting the �Star City of the South�.The whole upon a superfine cloth ground to US Army blue facings, edged with a single row of gold lace fitted with a pair of ebonized drumsticks with gold plated mounts. The belt backed in black leather. Complete with case. Evaluation Criteria: An award(s) will be made to the vendor(s) whose quote meets all minimum requirements and is the lowest price, considering the potential for multiple awards.� When evaluating the potential for multiple awards, the government will use an evaluation factor of $500.00 per award to determine if overall it is in the government's best interest to make more than one award.
