Description

This is a NOTICE OF INTENT for the Government to award a Sole Source purchase order for the services of Klas Telecom Government Inc. on Behalf of the Department of State, Bureau of Intelligence Research, Technology and Innovation Office (INR/TIO). This contract is for Klas Telecom Government Inc. to�deliver Va mobile communications package complete with crypto, a network stack, and associated servers to provide a VDI PCoIP based desktop.� This will allow the INR bureau to secure and remotely deploy and provide secure connectivity and communications to its TS/SCI network. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1. This hereby constitutes a synopsis of the options included in this requirement. Should potential offerors believe they have a solution that meets the needs as described in the quantity and part numbers document, respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively evaluate the response. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Klas Telecom Government Inc.��Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described in the attached quantities and parts number document.� The Government will not be responsible for any costs incurred by responding to this notice.
