Description
NASA/Goddard Space Flight Center (GSFC) has a requirement for 40 solid state detectors (SSD) to the MERiT (Miniaturized Electron pRoton Telescope) instrument, which will fly onboard the Lunar Gateway Mission. The silicon used for the SSD�s shall be according to following specifications that have a Float Zone Orientation of with N Type (phosphorus) dopant. The chip shall have a resistivity of 30,000 ohm-cm and within the range: 25000-ohm � cm 35000 ohm � cm. Also, it shall have a diameter of 100 +/- 0.5 mm (4 inch) with the primary orientation FLAT of 32.5mm +/- 2.5 mm and a thickness of 1500 micron +/1 25 microns. It shall have a total thickness variation (TTV) +/- 2 microns and a typical bow of 2 microns. The finish on the chip shall be double sided polished, etched and lapped. The required finish shall be defect free excluding outer 5mm and when viewed x 10 magnification be free of scratches/ hillocks with rounded edge with no cuts or lesions. SEE ATTACHED STATEMENT OF WORK (SOW) FOR DETAILS AND REQUIREMENTS.� NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to Micron Semiconductors Limited. Micron Semiconductors Limited has previously provided the solid State Detectors (SSD) to several NASA missions.� They have extensive expertise, knowledge, and valuable heritage of the solid-state detectors (SSD) that meets NASA�s flight qualification standards. Due to the unique capabilities, skill set and expertise required to provide the SSD Detectors that meets NASA�s requirement standard, no other suppliers can meet the requirements.� In addition, they have the capability to meet NASA�s schedule.� The SSD �detectors are needed at NASA/GSFC within the next 3 months in order for the instrument development to proceed. The Lunar Gateway is on a very tight schedule with the fully assembled, calibrated and tested instrument to be delivered within a year, and the SSD�s are the central and critical element for the MERiT instrument. Thus, Micron Semiconductors, LLC is the only contractor who can meet the NASA requirements within the specified time frame. The estimated period of performance for this firm fixed price (FFP) contract will be 7 months after date of contract award. Statutory authority for this procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source.� However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 9 days after publication of this synopsis.� Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov not later than 10:00 a.m. local time on September 25, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� All responsible sources may submit an offer which shall be considered by the agency.� Oral communications are not acceptable in response to this notice.
